JANUARY 11, 2024
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Palmer called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Emily Palmer, Matt Evans and Jamie Lopeman.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Lieutenant Mike Black; Greg Stiens, Director of Public Works and Engineering; Kara Noe,
Purchasing; and Media.
ELLECTION OF OFFICERS
Mr. Lopeman nominated Emily Palmer for President supported by Mr. Evans. Upon a vote viva
voce, the motion carried.
APPROVAL OF MINUTES
Mr. Evans moved to approve the minutes of January 4, 2024, supported by Mr. Lopeman. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for January 12, 2024 in the amount of Two
Hundred Sixteen Thousand Two Hundred Forty Five Dollars and sixty five cents ($216,245.65),
supported by Mr. Lowman. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for January 12, 2024 in the amount of Eight
Hundred Twenty Thousand Thirty Six Dollars and ninety one cents (820,036.91), supported by Mr.
Lopeman. Upon a vote viva voce, the motion carried.

• STREET CLOSURES
Meltdown Festival
Dates: January 21-2024 to January 29-2024
Times: 12:00 p.m. 1/21/2024 to 12:00 p.m. 1/29/2024
The closure of North Service Street between North 6`1' Street and North 7th Street.
Utilize space on the Bike Path on 7th Street, North 10th Street and East Main Street for
drive-through ice carving displays and block off individual parking spaces as needed to
allow line of sight between cars and the ice carvings displays.
Utilize space along North 6'1' Street and North 7th Street on January 26 & 27, 2024 for
overflow food trucks and vendors if needed to provide adequate spaces and electricity.
Mr. Evans moved to approve, supported by Mr. Lopeman. Upon a vote viva voce, the
motion carried.
On Saturday, January 27, 2024 between the hours of 6:30 p.m. to 10:00 p.m. requesting
permission to set off fireworks.
Mr. Evans moved to approve, supported by Mr. Lopeman. Upon a vote viva voce, the
motion carried.

Materials —Cost plus 3% markup
Labor—Regular - $70.00 per hour— Overtime - $105.00 per hour
Minimum charge of$70.00
2. Flow Right Mechanical.
Material — Cost plus 15% markup
Labor—Regular - $65.00 per hour— Overtime - $97.50 per hour
Minimum charge of S65.00
ADDENDUMS
• ADDENDUM NO. 2 TO CONTRACT NO. 191-2021 — BADER MECHANICAL,
INC.
The City wishes to continue to retain Contractor to continue to provide services in
connection with maintenance of the 1...-INTAC system in the City Building.
Mr. Evans moved to approve, supported by M.r. Lopeman. Upon a vote viva voce, the
motion carried.
RESOLUTIONS
• RESOLUTION NO. 2-2024 — A RESOLUTION DESIGNATING A SIGNATORY
ON CERTAIN INDOT CONTRACTS.
INDOT requires electronic signature from a City employee on contracts between the City
and INDOT. This resolution allows Emily Palmer as the City Controller to electronically
sign these contracts on behalf of the Board of Public Works and Safety.
Mr. Evans moved to approve, supported by Mr. Lopeman. Upon a vote viva voce, the
motion carried.
