Minutes: June 16, 2013

Bill called the meeting to order at 4:35 pm.

ANNOUNCEMENTS:

SEA LEVEL ADAPTATION MEETING: Jason Evans, Chuck Hopkinson et al., from the
Carl Vinson Institute at University of Georgia
Jason Evans et al., have been working with the City since last November with a grant from
NOAA Sea Grant for sea level rise (SLR). There have been several town hall meetings and a
document was generated with recommendations for Tybee. They are looking at a range of
actions, including raising the well pumps and raising highway 80. The CRC has been tasked to
offer recommendations, and should involve the Beach Task Force. A brief summary was
presented of past actions and what they would like from the CRC in the next eight months.
Primarily would like feedback from CRC members to assign priorities, set timelines/time scales
and give feedback and then they will present a plan for Council to consider. UGA could lobby
on behalf and help with the data to institute the options in the plan because there is a new federal
priority to address SLR adaption plans. Coastal Resilience Actions were discussed, including the
possibility of saltwater coming up at high tide and the scientific consensus is sea level is
expected to rise 1’ in the next 100 years. Discussion ensued about repetitive loss properties.
Tybee is very close to losing its 15% discount on the flood insurance rate, and outreach to
citizens and having an adaption plan can give points to the rating system. Council is evaluating
elevating the well pumps. There is a need to identify repetitive loss properties. The CRC can
help the team from Carl Vinson Institute by vetting the ideas, reading drafts and offering
feedback, a “sounding” board, so to speak. Need a plan to think ahead about SLR and changing
policies for the island for future construction and existing constructing that is regularly flooded.

COMMITTEE REPORTS:
Police vehicles
The Chief of Police from Belle Meade, TN will be in town on June 25 to show his diesel VW
Passat. The budget is for two cars, but it is unknown what the budget actually is for purchasing
more police vehicles.
Green Team – Chantel
America Recycles Day will be in November. FedEx will be in attendance and offering free
document shredding.
Waste
Rob Scott came to the CRC meeting from WastePro. CRC members asked why if recycling is
going up, the tonnage of waste sent to the landfill is not decreasing. He was very helpful and
willing to help CRC find additional data that is collected.
