HomeMy Public PortalAbout10-18-18cOCTOBER 18, 2018 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at 6:00 p.m., Thursday, October 18, 2018, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Mayor Council President Councilmember It It // It Daniel J. Reiman Dennis DiMascio Vincent Bellino Jorge Diaz Ajmar Johal Randy Krum Susan Naples Also noted present were Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The Municipal Clerk stated that the 2018 Annual Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on December 28, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 5, 2018. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Councilmember Krum. Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the full Council present, the Minutes of October 4, 2018 were approved as transcribed and engrossed by the Clerk. COUNCIL MEETING ROLL CALL NOTED PRESENT STATEMENT OF MEETING NOTICE SILENT PRAYER / PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES 1 OCTOBER 18.2018 CONT. FIRST READING ORDINANCE #18 -17 "AN ORDINANCE PROVIDING IMPROVEMENTS FOR THE CARTERET ARTS CENTER PROJECT," PUBLIC PORTIONS ON RESOLUTIONS / AGENDA ITEMS AND NEW BUSINESS ORDINANCE #18 -17 was Introduced and Adopted on First Reading and the Municipal Clerk Authorized and Directed to advertise same for Public Hearing to be held November 8, 2018. Upon MMS &C by Councilmembers Diaz and Krum. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #18 -17 "AN ORDINANCE PROVIDING IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING GRANT FUNDS PROVIDED FROM THE STATE OF NEW JERSEY FOR THE CARTERET ARTS CENTER PROJECT FOR THE COST THEREOF" PUBLIC PORTIONS A copy of each Resolution was placed on the table for public review CLOSED prior to the meeting in accordance with the Rules of Council and Upon MMS &C, by Councilmembers Diaz and Johal and unanimous affirmative vote of the full Council present, the meeting was opened for public input on all Resolutions / Agenda items and new Business. RESOLUTIONS There being no comments or objections to the Resolution / Agenda items or New Business, Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full Council present, the public portion of the meeting was closed. RESOLUTIONS: Mayor Reiman read the Resolutions into the record: 1. Professional Services —Excel Environmental Resources, Inc., Re: UST Removals / Soil Disposal with Regard to 46 Washington Avenue. 2. Property Tax Cancellation. 2 OCTOBER 18, 2018 CONT. 3. Professional Services — T &M Associates, Re: Storm water Management Water Quality Design, Former Agrico Site. 4. Authorizing and Emergency Purchase from PSI Process & Equipment Group for Emergency Sewage Failure Repair. 5. Professional Services — Mott MacDonald, Re: 2018 Sewer System Operations and Maintenance. 6. Authorizing Bids for 2019 Cleaning Services. ADOPTED were Adopted. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. PAYMENT OF BILLS Upon MMS &C by Councilmembers Diaz and Bellino all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. CARTERET TECHNICAL INSTITUTE (CTI) Carteret Technical Institute (CTI) Graduation GRADUATION MAYOR REIMAN Mayor Reiman Introduced Laurent Mevs & Joseph Norris JOSEPH NORRIS Joseph Norris explained the program. He stated he is working with Carteret Business Partnership & developing relationships with High Tech Companies. He also thanked Mayor Reiman, Laurent Mevs & once Valedictorian, now teacher Deserie Brzosko. MAYOR REIMAN Mayor Reiman stated that this is the second graduating class. High school seniors will be able to take the class during school. He said he would like to put Graduates in touch with big tech companies in Carteret. Carteret has a 3% unemployment rate. Qureshi Jagmohan Singh Sarbjeet Chhokar Class Valedictorian Naomi Pinkney gave a speech and thanked everyone. 4 OCTOBER 18, 2018 CONT. COMMITTEES: BUILDING & GROUNDS — Committee Chairman Johal reported progress. FINANCE & ADMINISTRATION — Committee Chairman Diaz reported progress. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum reported progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman Bellino reported progress POLICE — Committee Chairwoman Naples wished the best to the Class II Special Law Enforcement Officers that completed additional training and are now on the road. PUBLIC WORKS — Committee Chairman DiMascio reported progress. BOARD OF EDUCATION — Committee Chairwoman Naples reported that school opened with a great start. She said she was impressed at the improvements made in 18 months. She spoke about the full day preschool program where we are using Holy Family School. REPORTS After no further discussion, upon MMS &C by Councilmembers Bellino ADJOURNED & Krum and unanimous affirmative vote of the full Council present, the meeting was Adjourned at approximately 6:14 p.m. Respectfully submitted, KATHLEEN M.
