AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
WITH CME ASSOCIATES, FEE ESTIMATE
FOR LAND SURVEYING AND ENGINEERING SERVICES FOR
21 WASHINGTON AVENUE REDEVELOPMENT
WHEREAS, the Borough of Carteret is in need of specialized land surveying and
engineering services in connection with the 21 Washington Avenue Redevelopment
Project; and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $25,000.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Account # c-04 -17 -107 -201
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
The proposal from CME Associates for engineering and surveying
services related to the 21 Washington Avenue Redevelopment Project, at a
total cost not to exceed $25,000.00 is hereby approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department, the Borough Director of Engineering and CME Associates.

Dear John:
We are pleased to present our estimate of fees for the survey, design and permitting services for the
above - referenced project.
The project includes the construction of a 4 -story retail /residential building over a 2 -story parking
structure at the intersection of Washington Avenue (CR604), High Street, and Locust Street. In
review of the Concept Plan, prepared by Sonnenfeld f Trocchia Architects, it is our understanding
that the project will include approximately ninety six (96) residential units and approximately 7,500
square feet of commercial space along the first floor frontage of Washington Avenue. This fee
estimate includes the work associated with the above - mentioned site improvements.
To date, our office has prepared conceptual site plans for this site, presenting these plans and
providing testimony before the Borough Planning Board. Preliminary and Final Major Site Plan
approval was received on January 25, 2018.
With this being said, our proposed scope of work is as follows:
A. Survey and Base Map Phase Services
Work in this phase will include additional location, outbound, and topographic survey work for
Lots 3 through 7 on Block 6704, including preparing as- builts of existing Borough storm and
sanitary utilities within the immediate vicinity of the project.
B. Design Phase Services
The work in this phase will involve the preparation of a site plan for the Residential /Commercial
Redevelopment project and Washington Avenue streetscape improvements. Our office will work
with the project architects to layout the proposed layout and dimensioning of the proposed
parking structure and residential development. A stormwater report will be prepared for outside
agency review, if required.

The site plan will be utilized to obtain the required outside agency permits for final site plan
approval as well as approval from outside agencies. It is anticipated that lot consolidation, if
requested, will be perfected by deed.
The work in this phase will include but not be limited to the following:
1. Perform site visits and collect existing site information.
2. Preparation of Preliminary and Final Site Plans including:
i. Existing Conditions Plan
ii. Demolition Plan
iii. Site Layout and Dimensioning Plan
iv. Grading and Drainage Plan
v. Utility Plan
vi. Lighting Plan
vii. Landscaping Plan
viii. Soil Erosion and Sediment Control Plans
ix. Construction Details
3. Preparation of Technical Specifications for site related items.
4. Final Construction Cost Estimates.
D. Permit Phase Services
It is anticipated that the project will require the following permits as listed below:
1. Freehold Soil Conservation District
Filing of plans and reports as prepared above and application for Soil Erosion and Sediment
Control Plan certification.
2. Middlesex County Planning Board
Filing of plans, reports and application to the Middlesex County Planning Board for Site Plan
approval since the project is located along County Roadway 604 (Washington Avenue).

Preparation of plans, reports and application to the Middlesex County Utility Authority
(MCUA), and the NJDEP for Treatment Works Approval for the construction of a gravity
sanitary sewer system. A sanitary sewer report and specifications will be required for
submission to the agencies.
4. Potable Water Extension
Preparation of plans, reports and application to Middlesex Water Company and the NJDEP
Bureau of Water Systems Engineering for potable water main service extension. Our
services will include the preparation of a water report and specifications.
We will provide the necessary engineering services as described above based upon the cost
breakdown as noted below: /

Exceptions:
• Any work not specified as listed in the above phases shall be considered additional services and
will be invoiced at the time said work is authorized by the Borough.
