HomeMy Public PortalAbout20150316_CRCMinutes.pdfCommunity  Resource  Committee   Monday,  March  16,  2015   4:00  PM     MINUTES     Members  Present:  Kathryn  Propst,  Freda  Rutherford,  Tim  Arnold,  &  Bill  O'Brien,  &  David   Turner   Guests:  Bill  Garbett  &  Diane  Schleicher     Kathryn  Propst  called  the  meeting  to  order  at  4:05  PM.     Bill  O’Brien  motioned,  David  Turner  seconded,    to  approve  the  minutes  from  the  February   meeting.  All  approved.     Announcements:   ●Beach  Sweep  on  March  21st,  10:00  AM  at  the  Pier.   ●Offshore  Drilling  Public  Hearing  on  March  24th  (only  federal  approval  is  required.)     Proposed  Smoking  Ordinance   Tim  Arnold  will  speak  to  the  issue  at  the  first  reading  in  April.       Data:   ●74%  of  beach  litter  is  cigarette  related.   ●Rake  was  ineffective  at  picking  up  cigarette  butts.   ●Cigarettes  compress,  thus  must  be  picked  up  immediately.   ●Three  communities  with  smoking  bans  were  surveyed;;  “soft  approach”  was  successful   in  changing  behavior.  They  view  smoking  ban  as  a  family  friendly  policy.   ●No  ban  and  stepping  up  enforcement  puts  the  PD  in  a  difficult  position,  i.e.  must  ​see   littering,  not  smoking.   ●Tim  estimates  more  than  one  million  butts  are  discarded  on  the  beach  each  year.   Next  Steps:   ●add  definition  section.   ●consider  adding  e-­cigarettes.   ●enforcement  better  articulated.     Water  Bill   Kathryn  reported  that  it  is  possible  to  get  usage  in  gallons,  on  the  water  bills,  but  the  change   will  require  reprogramming  each  account.  There  is  a  concern  about  changing  now  because   users  will  think  that  they  will  be  charged  by  the  gallon  and  it  could  become  an  election  issue.  It   is  possible  to  read  your  own  meter  in  gallons.  CRC  members  to  be  trained;;  Kathryn  will   schedule.  We  need  to  justify  why  we  want  the  billings  to  be  in  gallons  instead  of  1000  gallon   units.     Solarize  Update   Kathryn  reported  that  Hannah  Solar  seems  behind  schedule:  As  of  March  6,  295  signed  up   and  there  were  only  16  site  visits.  Some  analysis  of  the  279  remaining  sites  had  been   performed  but  152  still  need  to  be  looked  at/contacted.  David  Turner  questioned  whether   Hannah  had  the  capacity  to  manage  the  project.  Bill  O’Brien  suggested  that  commercial   should  be  bid  separately.  Bill  Garbett  said  Hannah  is  on  Tybee  this  week.     Plastic  Bags  Everywhere   Kathryn  reported  that  the  bill  is  in  the  House  Rules  Committee  and  is  going  to  the  floor  for  a   vote.  Freda  added  that  the  Mayor  thinks  there  is  some  chance  that  the  Governor  will  veto.     2015  Goals   Kathryn  appointed    working  groups  and  "leaders".  She  said:  “We  are  all  involved  in  all   areas,  but  I  would  like  for  the  lead  people  listed  below  to  get  together  (or  email  each  other)   and  take  a  look  again  at  the  proposed  projects  in  these  areas  before  the  next  meeting.  Also   give  thought  to  whether  something  is  missing  from  our  list  of  projects/interests.  The  idea  is   for  us  to  have  a  list  of  priorities  in  each  area.  I  left  off  Communication  and  Education  since   each  one  of  these  working  groups  should  have  a  communication  and  education   component.”   https://docs.google.com/spreadsheets/d/1wozg_zcPCq2RgYuPgi9dKBcdafEgt4ebx2fb8qux 3cI/edit?usp=sharing     Energy  and  Transportation:  Ron  and  David   Water:  Freda  and  Bill   Green  Space/Land  Use:  Frank  and  Bud   Solid  Waste/Recycling:  Tim  and  Ashley     Old  Business   Bill  O’Brien  asked  when  Jim  Lanier  will  be  on  the  agenda  to  discuss  recycling  costs.       The  meeting  adjourned  at  5:30  PM     Respectfully  Submitted.   Freda  Rutherford,  Vice-­chair
