City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WRIGHT President Turner called the meeting to order and the 'following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Larry Parker, Anne Taylor, Gary Turner, Jane Bumbalough, Justin Burkhardt and Jerry Purcell. Also in attendance were Andrew Sickmann, Corporate Counsel; Karen Chasteen, City Clerk; Niki and Rodney Phenis; 'Howard Price; Dave Carpenter; Greg Stiens, City Engineer; Beth Fields, Community Strategist; Tracy McGinnis, Deputy Controller; Fire Chief Jeff Kinder; Police Chief Kyle Weatherly; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Purcell moved to approve the minutes of the Regular Meeting held January 2, 2024, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS Howard Price —re litter with suggestions to decrease the amount of litter in the City. COMMUNICATION FROM THE MAYOR • Reviewed Community Events • Beginning February 5, the Finance Committee will meet at 6:00 pm before the Common Council meeting which begins at 7:00 pm REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the meetings of December 21, 2023 and January 4, 2024 were accepted as presented. Upon a vote viva voce, the motion carried. A. ORDINANCE NO. 2-2024 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR CERTAIN PARCELS FROM MEDIUM DENSITY SINGLE-FAMILY RESIDENTIAL 1.YISTRICTS TO 1-n...,ANNED DEVELOPMENT DISTRIcTs Willi MIXED BASE RESIDENTIAL ZONING DESIGNATIONS: ME.DIUM DENSITY SINGLE FAMILY RESIDENTIAL; DENSITTY SINGLE FAMILY RESIDENTIAL; URBAN RESIDENTIAL; AND INTENSE MULTI-FAMILY RESIDENTIAL) (0 South 37th Street) The Clerk read Ordinance No. 2-2024 on first reading by title only. A neighborhood meeting to discuss this Ordinance will be held January 17, 2024. The Plan Commission will hear this at their meeting on January 24, 2024. B. ORDINANCE NO. 4-2024 — AN APPROPRIATION ORDINANCE AUTHORIZING':IHE SUBMITTAL, ACCEVIANGE AND APPROPRIATION OF A GRANT I ROM ITIE INI)IANA DEPARTMENT OF TIRANSPORTATTION (Community Crossings) The Clerk read Ordinance No. 4-2024 on first reading by title only. Councilor Parker moved to advance Ordinance No. 4-2024 to second reading and. Public Hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 4-2024 on second reading by title only. Speaking in favor was Mr. Carpenter. There being no comments against, Councilor Parker moved for engrossment, supported by Councilor Taylor. Upon a vote viva voce, the motion carried. ORDINANCE NO. 51-2023--A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1.-12.1 (Menasha) The Clerk read Ordinance No. 51-2023 on second reading by title only. The Tax Abatement Committee recommended approval of an abatement for a term. of four (4) years. President Turner declared Ordinance No. 51-2023 on Public I tearing. Speaking in. favor was Mr. Carpenter. There being no comments against, Councilor Parker moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Rumbalough. Ordinance No. 51-2023 was adopted with an 8-0 roll call vote. B. ORDINANCE NO. 52-2023 - A SPECIAL. ORDINANCE .AUTHORIZING IlIE APPROVAL. OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR:DEDUCTIONS UNDER I.C. 6-1.112.1. (Menasha) The Clerk. read Ordinance No. 52-2023 on second reading by title only. The Tax Abatement Committee recommended approval of an abatement for a term of four (4) years. President Turner declared Ordinance No. 52-2023 on Public Flearing. Speaking in favor was Mr. Carpenter. There being no comments against, Councilor Goss moved for engrossment, supported by Councilor Parker. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Parker. Ordinance No. 52-2023 was adopted with an 8-0 roll call vote. C. ORDINANCE NO. 56-2023 - A SPECIAL. ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS 'UNDER iC. 6-1.1-12.1. (Liberation Labs) The Clerk read Ordinance No. 56-2023 on second reading by title only. Councilor Goss called for the question, supported by Councilor Bum.balough. Ordinance No. 56-2023 was adopted with an 8-0 roll call vote. MISCELLANEOUS .BUSINESS • Councilor Purcell requested a copy of the past 3 years of year-end financial reports. Ms. McGinnis will provide them. • Mr. Carpenter requested clarification of what and when Public Comments can be heard at a Council meeting. Several Councilors responded.
