AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF AGRANTFR0M THEUNDKANA
DESTINATION DEVELOPMENT CORPORATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute
any documents necessary to receive money from the state or federal
government or any other source,and said docurnents are prepared and executed
by the City executive administration, provided that the Common Council of the
City of Richmond as the legislative body of the City approves an ordinance for
the appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The Indiana [)cstiuudnn Development Corporation, through its Destination
Development Grant, has grant funding available; and
WHEREAS, The City of Richmond desires to submit n grant application for grant funding
for high impact projects as pan of the City`x Gorge Activation Project
(hcrcioa8cr`^[ocu) Project" or"Project"); and

o strong foundation for destination activities by maintaining and repairing
existing amenities and implementing new features; and
WHEREAS, The Project is undertaken in response Lo the public health emergency and/or
negative econnouic impacts resulting from the puudecuic and the resources
du"�cuicd to this Project fight the pandemic, sustain and strengthen the
economic recovery, maintain vital public services, and make investments that
support long-term grox1h, Opportunity, and equity; and

WHEREAS, A ene-hundred percent(100%) local match is required and will be met through
Hoosier Enduring Legacy Program ( "DILP") grant funds.
NOW,THEREFORE,be it ordained by the Common Council of the City of Richmond,
Indiana, uufollows,
|. The Ci7-y of Richmond, in accordance with \C 36'1-4-10, has subnuittcd o, will
submit u grant application to the Indiana Destination [)cvclnpnonut Corporation, through its
[)csdnudon [)cvc|oprocct [lruot for funding for the Gorge /\cdvodnu Project (hereinafter
"l~oru| Project" or"Project") for high impact projects.
2. Funding for the Local Project ixuti|izcd \nboi|duntron&k/undadon [ordcsdnu\ion
activities 6v maintaining and repairing existing amenities and implementing new features. The
Project is being undertaken in response to the public bou|tb crnccgcncy and/or negative
economic impacts resulting from the pandernic and the resources dedicated to this ProjectDObt
the pandemic, sustain and strengthen the economic recovery, onuioLuiu vital public services,
and make investments that support long-term growth, opportunity, and equity
3. The City nfRichmond is authorized to accept said grant funding in an amount up to
Two Hundred Fifty Thousand Dollars and Zero Cents ($25O,0OO.00).
4. A local match of Two Hundred Fifty Thousand Dollars and Zero Cents
($25O,O00.0O) will bc applied from the Hoosier Enduring Legacy Program ("HELP") grant
funds,
5. All grant funding, if awarded in the City of Richmond, ahui| be appropriated for
