HomeMy Public PortalAboutWater Commissioners -- 2022-09-30 MinutesPursuant to Governor Baker's March 12, 2020, Order Suspending Certain Provisions of the Open Meeting Law and his March 15 and March 23, 2020, Orders imposing strict limits on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town's website at www.brewster-ma.gov. For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at http://`livestream.brewster- ma gov or on Channel 18. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means. The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments °in writing either before or during the meeting. For this meeting, please send contact panderson brewster-ma.gov.. In the event we are unable to live broadcast these meetings, despite best efforts, we will post on the Town website an audio recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting at http://tv.brewster-ma.gov. 1. Call to Order: 11:05 2. Declaration of a Quorum: • Read by Commissioner Brown. Those in attendance were Commissioner ' Skidmore, Liasson Mary Chaffee, Administrative Supervisor Sherry Theuret, Assistant Superintendent Alex Provos and Superintendent Paul Anderson. 3. Meeting Participation Statement: • Read by Commissioner Brown 4. Water restriction update • Superintendent Anderson to provide three options: i a. Stay as is, Critical b. Stay as is, Critical, but allow bulk purchase and exemption for new lawns and plantings c. Reduce level to significant Odd / Even which would also allow bulk purchase and exemption for new lawns and plantings. i. Motion by Commissioner Brown for business use and establishing new lawns and plantings. ii. Motion 2nd by Commissioner Skidmore to continue as critical not allowing irrigation and sprinklers but allow bulk sales of water and exempt new lawns and planting. 1. Roll Call Vote 2.0.0 5. Sea Camps Pond property discussion • Motion by Commissioner Brown to delay discussion until next water commissioner meeting. a. Motion 2nd by Commissioner Skidmore b. Roll Call Vote: 2-0-0 6. Review Fall Town Meeting capital requests • Superintendent Anderson to propose Capital Improvement Program. a. Motion by Commissioner Brown to support the CIP as presented by Superintendent Anderson. Superintendent's Report • Flushing of water mains started Thursday, September 22nd. • 2nd hydration station being installed at Captain's Golf Course • Installed meter pit for hydration station for rail trail crossing on Route 137. • Currently working on EPA lead services a. How many lead water services are still in the ground. i. Brewster currently not using any lead in water services. 8. Assistant Superintendent Report • N/A 9. Office Manager's Report • Lien Status a. 242 Accounts were notified with a letter they were on the lien list. b. Total dollar amount including interest was $90,441.35 c. Cutoff date for payment was Monday, September 19th at 4:00 PM. i. 153 Accounts went to lien ii. Total Amount written off and applied to property taxes including interest was $66,336.72. 1. Lien Amount for FY20 was $12,034.93 2. Lien Amount for FY21 was $33,206.53 3. Lien Amount for FY22 was $.00 -Difficult to determine exact numbers due to the billing program change from Bill Master to Vadar. a. I would like the water commissioner to reconsider the number of times we are sending out reminder notices to bring down the amount of money that is written off and added to property taxes. b. The water department is currently sending out one reminder 60 days after the issue date of the billing statement. i. Motion by Commissioner Brown to approve two more additional reminder notices be mailed out to residents. ii. Motion 2nd by Commissioner Skidmore. Roll Call Vote: 2-0-0 • Reminder Notices a. 805 Reminder notices mailed out Thursday, September 29th for customers with an outstanding balance of $10.00 or more. b. Outstanding balances after lien process is just over $132,000. • Final Bill Fee Increase a. The water department currently charges $30 for a final meter read. Is I would like to propose an increase in our final bill fees to $40 or $50 due to the increase in time it takes to create and complete a final bill and make all the updates. b. Current billing program does not pro -rate the system maintenance charge. c. I reached out to all the towns on the cape and found out how much they charge to do a final bill. The average is just under $40. d. The water department does on average 325 finals a year Is Motion by Commissioner Brown to approve final bill fee from $30.00 to $50.00. 1. Motion 2nd by Commissioner Skidmore. 2. Roll Call Vote: 2-0-0 a. Liasson Mary Chaffee to reach out to the Select Board on the process to increase the fees. • Easements a. Administrative Assistant Amy Taber took original easements from the 1970's and matched them to current parcel and account numbers. b. The easements were scanned into each property file and uploaded into the cloud. c. Each account with an easement is now indicated on the account. d. The excel spreadsheet created during the project will be imported into the cloud as a new asset and pinpointed on the map. • Auditors CIO Auditors are scheduled to come to the water department the week OT October 3rd. i. The Town Treasurer said the water department balanced for FY22 and continues to balance through FY23. 10. The following=; matter will be heard and /or acted upon: Appeal No. 2022-8 filed by Marcy Dugas, Trustee seeking reversal and annulment of the Barnstable Town Committee's decision issuing a Certificate of Appropriateness to Craig Bishop to replace a stone wall with a stone wall using the same matching materials and mortar joints. Said stone wall is located at 1525 Hyannis Road, Barnstable, Massachusetts which is shown on Town Map 298, as Parcel 007. The Barnstable Town Committee's decision was made on October 12, 2022, and notice filed with the Barnstable Town Clerk on October 17, 2022. The Appeal Petition was filed on Tuesday, October 25, 2022. Copies of the Appeal Petition and Certificate of Appropriateness are available for public viewing at the Barnstable Town Clerk's Office, 367 Main Street, Hyannis, Massachusetts 02601, during regular business hours.
