TRAFFIC ANALYSIS
TRANSPORTATION –SUMMARY
Prepared in accordance with Scoping Determination Issued by the Town and performed in
accordance with MassDOT’s Transportation Impact Assessment (TIA)Guidelines
Includes a detailed assessment of traffic volumes,pedestrian and bicycle accommodations and
public transportation services;
Pre-and Post-COVID traffic volumes were used and adjusted to 2022 following MassDOT
guidelines;
The analysis concluded that the Project will not result in a significant impact (increase)on
motorist delays or vehicle queuing over Existing or anticipated future conditions without the
Project (No-Build conditions),with the majority of the movements shown to continue to operate at
acceptable levels (LOS “D”or better);
The study area intersections were found to have a motor vehicle crash rate that was below the
MassDOT average crash rates for similar intersections;however,independent of the Project,
many of the study area intersections are included on MassDOT’s Highway Safety Improvement
Program (HSIP)listing as high crash cluster locations;and
Lines of sight at the driveways that serve the Project site will meet or exceed the recommended
minimum distances for safe and efficient operation based on the appropriate approach speed.

Site Access
The Project site driveways and internal circulating drives will be 24 feet in width and designed to
accommodate emergency vehicles and delivery trucks.
Drive aisles within the Project site will be 20-feet wide for one-way travel and 24-feet wide for
two-way travel.
Vehicles exiting the Project site will be placed under STOP-sign control.
If provided,access control systems for the garage entrance (i.e.,gates or garage doors)will be
located a minimum of 23 feet from the back of the sidewalk along Pleasant Street.
Sidewalks and ADA compliant wheelchair ramps will be provided for crossing the driveways or
the sidewalk will be flush across the driveway.
All signs and pavement markings to be installed within the Project site will conform to the
applicable standards of the Manual on Uniform Traffic Control Devices (MUTCD).
Signs,landscaping and snow accumulations within intersection sight triangle areas will be
designed and maintained so as not to restrict lines of sight.

Conduct a pedestrian safety assessment and design and construct the identified improvements or
provide funding to the City to complete the pedestrian improvements.
Watertown Square
Provide a contribution to be used toward the study and design of long-term improvements for
Watertown Square.
Galen Street/Nonantum Road/Watertown Street
Install two (2)“No Left Turn”(R3-2)signs with accompanying supplemental plaques indicating the
times of the turn restriction (7:00 to 9:00 AM and 4:00 to 7:00 PM)in both the northbound and
southbound directions.
Wayfinding Signs
Provide wayfinding signs along Main Street for the proposed Watertown Community Path

TDM Program
o Goal of no more than 54 percent of residents and 60 percent of employees arriving to the
Project site by an SOV
o Become a full member of the WTMA
o A monthly transportation benefit will ne offered to all employees that commute by a non-
SOV mode for a minimum of three (3)days per week capped at the cost of an unlimited
bus/subway pass (Monthly LinkPass)
o New residents that sign a 12-month lease will be offered an unlimited bus/subway pass for
the first 30 days of tenancy or a bike share membership for the first year of residency,
limited to one (1)pass or bike share membership per unit
o Coordinate with the MBTA and DCDP to locate a CharlieCard purchase/recharge kiosk or
other such system for the purchase or replenishment of public transit fares within the
building at an appropriate location or at an alternate location
o Encourage in lease agreements that commercial tenant(s)provide an annual membership
to a bike share service for employees that commute to work by bicycle a minimum of three
3)days per week

TDM Program (Continued)
o Weather protected bicycle parking will be provided for up to 46 bicycles in a dedicated bicycle
room that will be accessible from within the parking garage and exterior bicycle parking will be
provided for 20 bicycles
o An Emergency Ride Home (ERH)program will be provided through the WTMA to all
employees that commute to work by a non-SOV mode at least three (3)days per week.The
ERH program will be coordinated by the TDMC and WTMA,and will allow for a maximum of
four ERH per year
o Wayfinding signs will be installed within the project site that will provide guidance on the
preferred route to access the Charles River Greenway multiuse path and directions to the
bicycle parking (exterior bike racks and weather protected bicycle parking)
o A post-development traffic and parking monitoring,and a resident and employee survey
program will be performed in order to evaluate the success and to refine the elements of the
TDM program,and to validate the trip projections for the building
