SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF MAY 28, 2013
RECOMMENDATION:
The City Council is requested to receive and file actions of the Planning Commission
from their meeting of May 28, 2013.
BACKGROUND:
On May 28, 2013, the Planning Commission held their regularly scheduled meeting.

The following is a summary of actions taken at the May 28, 2013 Planning Commission
meeting:
1. ROLL CALL:

The Planning Commission approved the minutes from their regular meeting of May
14, 2013.

4. NEW BUSINESS
A. CONDITIONAL USE PERMIT 13-1830, REQUEST TO ESTABLISH NEW
TUTORING BUSINESS
The Planning Commission approved a request to allow the establishment of a
tutoring business at 5546 Rosemead Boulevard to students ranging from
kindergarten to the 8th grade. The business will occupy a floor area of
approximately 1,200 square feet and tutor a maximum of 20 students at any
given time. The subject property is zoned heavy commercial by the General
Plan.
The Planning Commission approved the Conditional Use Permit on a 5-0
vote.
B. CODE AMENDMENT TO REQUIRE A CONDITIONAL USE PERMIT FOR
ALL CHANGEABLE COPY SIGNS
The Planning Commission recommended that the City Council approve a
Municipal Code amendment to require a Conditional Use Permit for all signs
with a changeable copy. Currently there are no provisions for changeable
signs therefore staff has little ground to approve/deny an application. With
provisions for signs with a changeable copy, an applicant would be required to
abide by specific design guidelines that would be compatible with a
neighborhood or commercial area. The recommended code amendment
serves as a temporary fix until the Sign Ordinance update has been completed.
The City's Sign Ordinance update is targeted to be revised in approximately
nine months.
The Planning Commission recommended that the City Council approve the
Municipal Code amendment on a 5-0 vote.

E. UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR
Mark Persico announced that Planning Commission meetings will take place
on the fourth Tuesday of every month from June through October. The
Planning Commission will consider the following code amendments; zoning
standards for e -cigarettes, land use standards for the Downtown Specific
Plan, and various amendments pertaining to housing to follow up on the
adoption of the Housing Element. A joint meeting of the Planning
Commission and Parks and Recreation Commission is scheduled to take

place in September regarding the Parks and Open Space Master Plan.
F. ADJOURNMENT
The Planning Commission meeting was adjourned at 8:26 p.m.
