Pulido, City Manager Via: Brian Haworth, Assistant to the City Manager By: Chelsea Wood, Management Analyst AGENDA ITEM 7.0 SUBJECT: SELECTED BUT AS -YET UNSEATED PUBLIC ARTS COMMISSION– SPECIAL MEETING OF MAY 28, 2013 RECOMMENDATION: The City Council (Council) is requested to receive and file recommendations of the selected but as -yet unseated Public Arts Commission (Commission) from their meeting of May 28, 2013. BACKGROUND: 1. On May 28, 2013, the Commission held a special public meeting to recommend the selection of up to six artists to design preliminary public art concepts for the Rosemead Boulevard Safety Enhancement and Beautification Project (Rosemead Project). Prompted by the project's aggressive construction schedule, the Commission met prior to their formal seating on June 4, 2013 to ensure that the public art process aligns with construction milestones. 2. On June 4, 2013, the Council appointed Robert Hepler, Kathy Keelin, Angie Kim, Hillary Larsen, Maryann Rachford, and Jianxin Zhao to the Public Arts Commission. ANALYSIS: In the interest of transparency and open government –and specifically section 54952.1 of the Brown Act—the special public meeting was agendized to allow community members to observe deliberations and recommendation of up to six artists for the Council to consider as potential Rosemead Project art designers. The selected artists would design preliminary art concepts for the Rosemead Project, specifically for tile murals on four seating walls, two sculptures, and 23 art pavers and word art locations, City Council June 18, 2013 Page 2 of 3 comprising a larger "Art Walk" concept. The following is a summary of items discussed, and actions taken at the May 28, 2013 special public meeting. 1. ROLL CALL: Present: Commissioner — Hepler, Ho, Keelin, Kim, Larsen, Rachford, Zhao Absent: Commissioner — None Excused: Commissioner — None 2. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: Temple City Councilmember Vincent Yu greeted the Commissioners and thanked them for their service in advancing Temple City's public arts program. 3. NEW BUSINESS A. The Commission selected artists Carole Choucair Oueijan and Christie Beniston to provide preliminary designs for four tile mural seating walls. The Commission recommended artists Oueijan and Beniston 6-1. B. The Commission selected artists Daniel Stern and Heath Satow to provide preliminary designs for two sculptural elements. The Commission recommended artists Stern and Satow 6-1. C. The Commission selected artists Robin Brailsford and Jose Antonio Aguirre to provide preliminary designs for 23 art pavers to create an overall "Art Walk" concept. The Commission recommended artist Brailsford 6-1, and artist Aguirre 4-2. 4. MATTERS FROM CITY OFFICIALS Assistant to the City Manager Haworth provided the Commission with an update on the proposed fiscal year (FY) 2013-2014 City Budget, and distributed the draft Budget -in -Brief document. He also reminded Commissioners of their formal swearing-in (to the Commission) by the City Clerk at the June 4, 2013 City Council meeting, after which he confirmed a formal standing date for regular meetings in the Council Chambers on the first Wednesday of the month at 7:30 p.m. Secretary Wood invited the Commission to participate in Rock the Canvas, a series of pop-up art galleries during Temple City's Concerts at the Park on June 26, July 31, and August 21, 2013. City Council June 18, 2013 Page 3 of 3 Lastly, Consultant Elwood led an introductory discussion on Commissioner art sensibilities in an effort for Commissioners to better understand each other's perspectives on public art approaches. 5. ADJOURNMENT The meeting was adjourned at 9:13 p.m. CONCLUSION: The City Council is requested to receive and file this report. FISCAL IMPACT: This item does not have an impact on the FY 2012-13 City Budget.
