HomeMy Public PortalAbout02-15-2024 4 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 15, 2024 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 51h Street, Richmond, Indiana. CALL TO ORDER .President Palmer called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Emily Palmer, Matt Evans and Jamie Lopeman. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Greg Stiens, Director of Public Works and Engineering; Fire Chief Jeff Kinder; Beth Fields, Community Development Coordinator; Major Adam Blanton; and Media. APPROVAL OF MINUTES Mr. Evans moved to approve the minutes of February 8, 2024, supported by Mr. Lopeman. Upon. a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for February 16, 2024 in the amount of Five Hundred Ten "Thousand Six Hundred Forty 1)ollars and seventy one cents ($510,640.71), supported by Mr. Lopeman. Upon a vote viva voce, the motion carried. BID AWARDS • PAINTING OF THREE OFFICES AND THE MIDDLE STAIRWELL IN THE MUNICIPAL BUILDING Allen Painting Co., Inc. Not to exceed $9,930.00 Mr. Evans moved to approve, supported by Mr. Lopeman. Upon a vote viva voce, the motion carried. • INSTALLATION OF NEW FLOORING AT THE MUNICIPAL BUILDING. Richmond Carpet Outlet Not to exceed $7,849.26 Board of Works Minutes February 15, 2024 Mr. Evans moved to approve, supported by Mr. Lopeman. Upon a vote viva voce, the motion carried. CONTRACTS • CONFLICT OF INTEREST DISCLOSURE STATEMENT Greg Moore a member of the Fire Department will be the instructor as an independent contractor for the Richmond High School Program. Mr. Lopeman moved for housekeeping purposes that the Conflict of Interest Statement be placed on the agenda before Contract No. 14-2024, supported by Mr. Evans. Upon a vote viva voce, the motion carried. Mr. Evans moved to approve the Conflict of Interest Statement, supported by Mr. Lopeman. Upon a vote viva voce, the motion carried. • CONTRACT NO. 14-2024 —GREG MOORE The contractor will serve as the instructor for the High School Program as an employee of the City; however, the Contractor has agreed to provide additional services that are outside the scope of his duties with the Fire Department during times which he is not being paid as a member of the Fire Department. These services will be in conjunction with consultation with the City while acknowledging the degree of decision-making ability afforded an independent contractor. The Contractor will ensure all instruction complies with local, state and federal regulations. Not to exceed an annual payment of$15,000.00 to be paid in two installments. Mr. Evans moved to approve, supported by Mr. Lopeman. Upon a vote viva voce, the motion carried. • CONTRACT NO. 21-2024 — B&B CONSTRUCTION The City retains Contractor to perform emergency services in connection with the demolition of an environmental abatement located at 358 NW "F" Street. Services shall include cleanup, removal, and backfill services, along with assistance to the Fire Department. Not to exceed $15,400.00 Mr. Lopeman moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. 24-2024 — HENRY COUNTY HUMANE SOCIETY, INC. The City will pay to the Society an amount of$41,200.00 annually, payable monthly. If they house more than four hundred animals in a calendar year, they will be compensated Board of Works Minutes February 15, 2024 at the rate of$1.03.00 per animal. The City will be invoiced for each additional animal. The effective date of January 1., 2024 through to December 31., 2024. Mr. Evans moved to approve, supported by Mr. Lopeman. Upon a vote viva voce, the motion carried. PETITIONS • CURB CUT 2651 West Industries Road Mr. Evans moved to approve, supported by Mr. Lopeman. Upon a vote viva voce, the motion carried. MISCELLANEOUS This is to acknowledge that the Lease Termination Contract with Stride Rite Corporation, a last minute submission to the February 8, 2024 meeting, has been assigned Contract No. 23-2024.
