PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR ENGLE President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Larry Parker, Anne Taylor, Gary Turner, Jane Bumbalough, Justin Burkhardt and Jerry Purcell. Also in attendance were A.J. Sickmann, Corporate Counsel; Monica Burns, Deputy City Clerk; Rodney Mayse, Airport Supervisor; Aaron Stevens, Police Officer; Fire Chief Jeff Kinder; Police Chief Kyle Weatherly; Emily Palmer, Controller Tracy McGinnis, Deputy Controller; Denise Retz, Park Superintendent; Amanda Thackery Tool, Police Officer; Mary Walker, Director of the Tourism Bureau; Heidi Lipscomb; Howard Price; and, Media. APPROVAL OF MINUTES Councilor Purcell moved to approve the minutes of the Regular Meeting held January 16, 2024, supported by Councilor Engle. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS - None REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY A. MINUTES OF THE JANUARY 11, 2024 MEETING ARE INCLUDED IN PACKETS Minutes of the meeting of January 11, 2024 were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS Common Council Minutes February 5, 2024 Page 2 of 8 • POLICE CHIEF KYLE WEATHERLY —AWARD PRESENTATION Miss Heidi Lipscomb was given an award for her heroic actions by saving her fellow citizens. COMMUNICATION FROM THE MAYOR • Things seem to be going well • This is Buy Local Month • Major Blanton and Major Krona are bringing back Active Shooter Training. There will be a training this Thursday at IVY Tech in Johnson Hall. There is a $25.00 fee. • February 13, 2024, there will be another revised presentation on the 170 project at Johnson Hall from 3:00 to 5:00 p.m. • He commented on the 5 colleges in town and how they are a huge part of our community. ORDINANCE NO. 5-2024 - A SPECIAL ORDINANCE AUTHORIZING THE, CITY OF RICHMOND TO RECEIVE DONATIONS The Deputy Clerk read Ordinance No. 5-2024 on first reading by title only. Councilor Parker moved to advance Ordinance No. 5-2024 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. The Deputy Clerk read Ordinance No. 5-2024 on second reading by title only. There were no comments for or against. Councilor Goss moved for engrossment, supported by Councilor Parker.
