HomeMy Public PortalAbout03-04-2024 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MARCH 4, 2024 The Common Council of the City of Richmond, Indiana met in a Regular Meeting on March 4, 2024 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR BUMBALOUGH President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Larry Parker, Anne Taylor, Gary Turner, Jane Bumbalough, Justin Burkhardt and Jerry Purcell. Also in attendance were Andrew Sickmann, Corporate Counsel; Karen Chasteen, City Clerk; Mayor Ron Oler; Traci McGinnis, Deputy Controller; Police Chief Kyle Weatherly; Sherrie Oler; Lynette Bumbalough; Tony Foster, Richmond Power and Light General Manager; Pat Smoker, Richmond Sanitary District Superintendent; Howard Price; Sergeant of Arms; and, Media. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the Regular Meeting held February 5, 2024,supported by Councilor Engle. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS — None COMMUNICATION FROM THE MAYOR • A Proclamation re Disability Awareness will be presented at the Special. Olympics. • Ball State is putting together a documentary of Richmond as part of their Now Entering" series. • Additional review of community events Common Council Minutes March 4,2024 Page 2 of 3 • The Environmental Protection Agency is close to clearing the City's portion involved in the My Way fire. • The City is actively pursuing other properties with hazardous materials. • There will be additional information re working with the homeless later. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the January 1.8, 2024 and February 8 & 15, 2024 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS - None MISCELLANEOUS BUSINESS 001-2024 - INTERLOCAL AGREEMENT — EMERGENCY COMMUNICATIONS DEPARTMENT (911) Referred to the Finance Committee for due diligence. • POLICE MERIT COMMISSION BOARD APPOINTMENT-Nancy Wis$el- Nominee Councilor Parker moved to approve this Nominee, supported by Councilor Goss. Upon a vote viva voce the motion carried. • HISTORIC PRESERVATION COMMISSION APPOINTMENT-Roxie .Peer Councilor Parker moved to approve the nomination of Roxie Deer as a member, supported by Councilor Taylor. Upon a vote viva.voce, the motion carried. • ECLIPSE: The City Building Offices will close at Noon on April 8 for the Eclipse. 3/6/2024 10:31 AM Common Council Minutes March 4_2024 Page 3 of 3 ORDINANCES ON FIRST READING Councilor Parker moved to read Ordinances 15 and 16-2024 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 015-2024 - A GENERAL ORDINANCE AMENDING SECTION 99.06, SECTION 99.07 AND SECTION 99.08 OF THE RICHMOND CITY CODE (Litter) The Clerk read Ordinance No. 15-2024 on first reading by title only. This Ordinance was referred to the Public Safety Committee for due diligence. ORDINANCE NO. 016-2024--A SPECIAL ORDINANCE AUTHORIZING TIIE CITY OF RICHMOND TO RECEIVE, DONATIONS FOR RI( HMOND POLICE DEPARTMENT PROGRAMS The Clerk read Ordinance No. 16-2024 on first reading by title only. Councilor Parker moved to advance to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. There being no comments for or against, Councilor Parker moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Parker called for the question, supported by Councilor Engle. Ordinance No. 16-2024 was approved with a 9-0 roll call vote.
