HomeMy Public PortalAbout017-2024 - RFD - Grant - 2024 EMS training COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA ORDINANCE NO. 17-2024 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE FEDERAL SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any documents necessary to receive money from the state or federal government or any other source, and said documents are prepared and executed by the City executive administration, provided that the Common Council of the City of Richmond as the legislative body of the City approves an ordinance for the appropriation of any monies received in accordance with IC 36-4-6-18; and WHEREAS, The Federal Substance Abuse and Mental Health Services Administration ("SAMHSA") has grant funding available through its 2024 Fiscal Year Rural Emergency Services Training Grant Program; and WHEREAS, The City of Richmond Fire Department desires to submit a grant application to obtain funds that will be used to recruit and train EMS personnel in rural areas with a focus on addressing substance use disorders and co-occurring mental health conditions; and WHEREAS, A ten percent (10%) local match is required. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, as follows: 1. The City of Richmond in accordance with IC 36-1-4-10 has or will submit a grant application to the Federal Substance Abuse and Mental Health Services Administration for its 2024 Fiscal Year Rural Emergency Services Training Grant Program. 2. The City of Richmond Fire Department is authorized to accept said grant funding in an amount up to Two Hundred Thousand Dollars and Zero Cents ($200,000.00). 3. The local match of Twenty Thousand Dollars and Zero Cents ($20,000.00) will be supplied by the Fire Department from its EMS funds. 4. Said grant funding shall be used by the Richmond Fire Department to recruit and train EMS personnel in rural areas with a focus on addressing substance use disorders and co-occurring mental health conditions.
