The Board of Public Works and Safety of the City of Richmond, Indiana, met at. 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Fire Chief Tim Brown; Tracy McGinis, Deputy Controller; Greg Stiens, Director of Public Works
and Engineering; and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of August 17, 2023, supported by Mr. Evans. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to pprove the Claims for Payment for August 25, 2023 in the amount of Four
Hundred Ninety Six Thousand Two Hundred Eighteen Dollars and eleven cents ($496,218.11),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for August 25, 2023 in the amount of Seven
Hundred Eighty Nine Thousand Seven Hundred Thirty Nine Dollars and forty two cents ($789,739.42),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
Mr. Evans moved to approve an adjusted Payroll Claims for Payment for August 1.5, 2023 in the
amount of Six Hundred Thirty Seven .Dollars and fifty cents ($637.50), supported by Ms. Palmer.
Upon a vote viva voce, the motion passed.

CONTRACTS
• CONTRACT NO. 150-2023 —WALLACE HEATING & AIR, INC.
The City retains Contractor to furnish and install a new high-efficiently inverter multi-zone
heat pump with three (3) ductless indoor heads in the bunk room at Fire Station No. 4 for
the Fire Department. The project includes removal and/or demolition of the broken air
conditioner unit, performance of associated ductwork services, and services to patch all
associated holes in the walls.
Not to exceed $9,515.00.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce„the motion
carried.
CONTRACT NO. 151-2023 - INTERNATIONAL ASSOCIATION OF FIRE
FIGHTERS (IAFF)
The City retains Contractor to provide services in connection with consulting, training,
course presentation, and support services for career firefighters in connection with the
IAFF Peer Support Training Program course for the Fire Department which includes, but
is not limited to, course training with a focus on active listening skills, suicide awareness
and prevention, and crisis intervention. Said training shall be conducted at the Izzy David
Edelman Police and Fire Training and Physical Fitness Center located at 1740 South 8th
Street on November 14, 2023, and November 15, 2023.
Not to exceed $9,000.00.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion
carried.
• CONTRACT NO. 153-2023 - WAYNE TOWNSHIP, WAYNE COUNTY
The City is willing to make its fire-fighting equipment.and personnel available to Wayne
Township for the protection of their residents and their property from the hazards of fire.
Wayne Township will pay the sum of$978,880.00 for the calendar year 2024, payable in.
four (4) equal installments of$244,720.00.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the
motion carried.
• CONTRACT NO. 154-2023—TOWN OF SPRING GROVE, INC
The City is willing to make its fire-fighting equipment and personnel available to Town
of Spring Grove for the protection of.their residents and their property from the hazards

of fire. The Town of Spring Grove will pay the sum of$80,501.00 for the calendar year
2024, payable in two (2) equal installments of$40,250.50.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the
motion carried.
CHANGE ORDERS
• CHANGE ORDER NO. 1 TO CONTRACT 83-2023 - NEYRIA PAVING - 2023
SIDEWALK REPLACEMENT
Additional Sidewalk, 6 inch Driveway and 8 inch Alley Apron was replaced in the project
area.
Not to exceed $47,163.85
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion
carried.
