HomeMy Public PortalAbout10-19-2023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, .INDIANA, OCTOBER 19, 2023 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5111 Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson and Matt Evans. Emily Palmer was absent. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Lieutenant Kevin Smith, Fire Chief Tim Brown; Greg Stiens, Director of Public Works and. Engineering; and Media. APPROVAL OF MINUTES Mr. Evans moved to approve the minutes of October 5, 2023, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to AD prove the Claims for Payment for October 13, 2023 in the amount of Two Hundred Seventy Nine Thousand Five Hundred Fourteen Dollars and sixty nine cents ($279,514.69), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Mr. Evans moved to approve the Claims for Payment for October 20, 2023 in the amount of Two Hundred Six Thousand Six Hundred Seventy Dollars and eight cents ($206,670.08), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for October 20, 2023 in the amount of Seven Hundred Ninety Three Thousand Two Hundred Ten Dollars and sixty one cents ($793,21.0.61), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Upon a vote viva voce, the motion carried, • STREET CLOSURES Jacob Payne of Retro Jake's Arcade —Halloween Event Date: October 28, 2023 Time: 4:00 p.m. to 10:00 p.m. the event is scheduled from 7:00 p.m. to 9:00 p.m. The request is for the closure of Elm Place from North 8th Street east to the 300 Block Alley. There is also a request for a Noise Variance during the same time for a band to play within the closed area. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Jon Zigler with Culy Contracting Date: October 23, 2023 through October 27, 2023 Time: 8:00p.m. To 6:00 a.m. The request is for the closure of Ft. Wayne Avenue from North 7th Street to North 8th Street. It may be less time than anticipated resulting in the closure only being a few days. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. BID OPENINGS - None BID AWARDS - None CONTRACTS • (REVISED) CONTRACT NO. 134-2023 — PEDIATRIC EMERGENCY STANDARDS, INC. Removal of language referencing "Community Paramedicine Program in Section 1. Not to exceed $11,608.14 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Board of Works Minutes October 19, 2023 • CONTRACT NO. 165-2023 — HOOSIER FIRE EQUIPMENT INC. The City retains Contractor to furnish and provide sixteen (16) sets of Globe turn out gear Fire Department. Not to exceed $53,184.00 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried_ CHANGE ORDERS • CHANGE ORDER NO. 2 TO CONTRACT NO. 121-2023 — MILESTONE CONTRACTORS, L.P. This is for the addition of two additional sections of streets to be milled and paved. Not to exceed $30,793.50 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. ADDENDUMS • ADDENDUM NO. 2 TO CONTRACT NO. 20-2022 —AMERICA TEST CENTER City wishes to retain Contractor to continue to provide services in connection with on-site testing and inspection services for Aerial and Fire Ground Ladders and other related equipment, for the City of Richmond Fire Department. Not to exceed $2,820.00 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • ADDENDUM NO. 2 to CONTRACT NO. 29-2022 — WALLACE HEATING AND AIR, INC. City wishes to retain Contractor to continue to provide services in connection with maintenance for the heating and air conditioning (FIVAC) systems located at Richmond. Fire Stations 1.,2, 3,4, 5,and the Izzy David Edelman Police and Fire Training and Physical Fitness Center. Not to exceed $7,332.00 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 211-2022 — BENJAMIN SIMMONS Board of Works Minutes October 19, 2023 City wishes to retain Contractor to continue to provide specialized instruction services and assistance in connection with as needed training and classroom instructions to civilians for EMP, CPR, PALS, and ACLS training for the City of Richmond Fire Department. Hourly cost of training $30.00 per hour. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 150-2022 — ENTERPRISE PLUMBING INC. The City wishes to continue to retain Contractor to continue to provide services in connection with professional consulting, testing, and reporting services for the backflow prevention device located at the Izzy David Edelman Police and Fire Training and Physical Fitness Center, for the Fire Department for 2023. Not to exceed $248.99 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. RESOLUTIONS - None PETITIONS - None MISCELLANEOUS • CONFLICT OF INTEREST DISCLOSURE STATEMENT This is for Austin Adams from the Richmond Police Department for Auto Detailing. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. ADJOURNMENT After a motion was duly made, the meeting was adjourned.
