HomeMy Public PortalAbout11-02-0023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, THURSDAY NOVEMBER 2, 202.3 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER Board Member Emily Palmer called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Emily Palmer and Matt Evans. Vicki Robinson was absent. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance Violations Specialist; Chief Timothy Brown, Richmond Fire Dept.; Asst. Chief Joe Buckler, Richmond Fire Dept.; Cedric ;lames,. Code Enforcement; and Media. APPROVAL OF MINUTES Matt Evans moved to approve the minutes of October 1.9, 2023, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for October 27, 2023 in the amount of One Million One Hundred Thirty Five Thousand Ninety Five Dollars and seventy four cents ($1,135,095.74), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Mr. Evans moved to approve the Claims for Payment for November 3, 2023 in the amount of Fifty Nine Thousand Three Hundred Forty Eight Dollars and twenty seven cents ($59,348.27), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment .for November 3, 2023 in the amount of Eight Hundred Seventy One Thousand Six Hundred 'Iwenty Eight Dollars and four cents ($871,628.04), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION 'Board of Works Minutes November 2, 2023 Mr. Evans moved to approve the Payroll Claims for Payment for Pension for October 31, 2023 in the amount of Two Hundred Sixty Four Thousand Six li_indred Twenty Four Dollars and twenty six cents ($264,624.26), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. REQUESTS • HANDICAP SIGN RENEWAL 613 South 10th Street Mr. Evans moved to approved, supported by Ms. .Palmer. Upon a vote viva voce, the motion carried, BID OPENINGS BID AWARDS CONTRACTS • (REVISED) - CONTRACT NO. 99-2023 — SAFE HAVEN BABY BOX, INC. Providing special consulting and oversight services, along with ongoing inspection and maintenance rvices for a sole source manufactured "baby box safety device" being installed at the Richmond Fire Department of the City of Richmond. Contract was revised using non-City boiler plate language. Not to exceed $11,000.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva.voce,the motion carried. Mr. Evans moved to approve Ms. Palmer signing in place of Ms. Robinson. Upon a vote viva.voce, the motion carried. • (RESCIND) — CONTRACT NO. 129-2023 — FIREFIGHTER CANCER CONSULTANTS, LLC Providing services in connection with consulting, reviewing, interviewing, evaluating, training, plan reporting, and policy binding preparation in connection with and focusing on health policies encouraging cancer prevention mindset. Contract passed 7/20/2023. Requesting to rescind due to vendor's request to negotiate insurance language. Board of Works Minutes November 2, 2023 Mr. Evans moved to rescind, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • (REVISED) — CONTRACT NO. 129-2023 — FIREFIGHTER CANCER CONSULTANTS, LLC Providing services in connection with consulting, reviewing, interviewing, evaluating, training, plan reporting, and policy binding preparation in connection with and focusing on health policies encouraging cancer prevention mindset. Insurance language has been revised. Not to exceed $3,976.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion. carried. • CONTRACT NO. 178-2023 —BIO-CARE, .INC. City retains Contractor to provide physical examinations to the City of Richmond Firefighters for the 2024 calendar year, including but not limited to general physical. examinations, blood draws, pulmonary function tests, vision and hearing tests, and other standard medical testing. Not to exceed $37,395.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 179-2023 —CUMMINS ELECTRIC, INC. City retains Contractor as an on-call licensed electrical contractor to perform as-needed general maintenance and electrical repairs for the City of Richmond Fire Department (Fire Stations I, 2, 3, 4, 5, and the Izzy Edelman Training Facility) for the 2024 calendar year. Rate per hour - $75.00 OT rate - $105.00 Sunday and holiday - $125.00 Bucket truck - $150.00 per day Material markup 20% Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 180-2023 —MAZE DESIGN, INC. Board of Works Minutes November 2, 2023 City retains Contractor to provide professional services in connection with the preparation of state design specifications and drawings of an 80'x 60' storage building to be located at Fire Station #5. Not to exceed $16,500.00 Mr. Evans moved to approve, supported by Ms. 'Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 184-2023 —REDDOG ENTERPRISES, INC. City retains Contractor to provide services for emergency cleanup of property located at 1022 Parry Street. Not to exceed $750.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 185-2023 —MIKESELL EXCAVATING, INC.. City retains Contractor to perform services in connection with the demolition of garage located at 2230 Glen Court. Demolition, removal of debris, and restoration of site. Not to exceed $2,200.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. CHANGE ORDERS. ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 1.48-2022 — PREMIER MAINTENANCE SOLUTIONS, LLC City wishes to retain Contractor to continue to provide services in connection with the monitoring and inspection of generators located at the City of Richmond Fire Department as set forth within the scope of Contract No. 148-2022. For the 2024 calendar year. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 216-2022 — REYNOLI)S PLUMBING, INC. 'Board of Works Minutes November 2, 2023 City wishes to retain Contractor to continue to provide services in connection with the general maintenance and plumbing repairs at the City of Richmond Fire Department as set forth within the scope of Contract No. 216-2022. For the 2024 calendar year. Mr. Evans moved to approve, supported by Ms. Palmer, Upon a vote viva voce, the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 32-2023 — TESTING FOR PUBLIC SAFETY, LLC DBA THE INSTITUTE FOR PUBLIC SAFETY PERSONNEL City wishes to continue to retain Contractor to continue to provide consulting and testing services in connection with the firefighter application and hiring process for the City of Richmond Fire Department, as set forth within the scope of Contract No. 32-2023. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 72-2023 — FIRE DEX GW, .LLC .DRA GEAR WASH City wishes to continue to retain Contractor to continue to provide services in connection with cleaning, inspection, limited repair, and maintenance of turnout gear for the City of Richmond Fire Department as set forth within the scope of Contract No. 72-2023. Not to exceed $35, 547.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion. carried.
