MARCH 21, 2024
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
Member Evans called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Matt Evans and Jamie Lopeman. Emily Palmer was absent.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Bill Henry, Code Enforcement; Kara Noe, Purchasing; Major Adam Blanton; Derek Hill, Code
Enforcement; and Media.
APPROVAL OF MINUTES
Mr. Lopeman moved to approve the minutes of March 14, 2024, supported by Mr. Evans. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Lopeman moved to approve the Claims for Payment for March 22, 2024 in the amount of One
Hundred Six Thousand Four Hundred Forty Nine Dollars and sixty cents ($106,449.60), supported
by Mr. Evans. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Lopeman moved to approve the Payroll Claims for Payment for March 22, 2024 in the amount of
Eight Hundred Eighty Five Thousand Seven Hundred Sixty One Dollars and sixty four cents
($885,761.64), supported by Mr. Evans. Upon a vote viva voce, the motion carried.
Mr. Lopeman moved to approve Fire Clothing Stipend for March 22, 2024 in the amount of Forty Seven
Thousand Six Hundred Dollars and no cents ($47,600.00), supported by Mr. Evans. Upon a vote viva
voce, the motion carried.
Mr. Lopeman moved to approve a Payroll Claims for Payment correction for March 13,2024 in the amount
of Six Hundred Fifty Dollars and no cents ($650.00), supported by Mr. Evans. Upon a vote viva voce, the
motion carried.

Mr. Lopeman moved to approve, supported by Mr. Evans. Upon a vote viva voce, the
motion carried.
CONTRACTS
• CONTRACT NO. 58-2024 — REDDOG ENTERPRISES INC.
The City retains Contractor to perform services in connection with the cleanup of 221/223

North 14th S eet that was deemed by the Richmond Enforcement Authority to be
noncompliant and ordered to be cleaned up. Services shall include the cleanup and removal
of all vehicle parts, tires, appliances, furniture, construction materials,tarps, trash, rubbish
and debris strewn about the premises, and other materials.
Not to exceed $750.00
Mr. Lopeman moved to approve, supported by Mr. Evans. Upon a vote voce viva, the
motion passed.
• CONTRACT NO. 59-2024 — COX EXCAVATING PLUS LLC
The City hereby retains Contractor to perform services in connection with the demolition
of the house at 611 North 20th Street previously deemed by the Richmond Unsafe Building
Commission to be unsafe. Services shall include demolition, removal of debris, and
restoration of the site.
Not to exceed $6,850.00
Mr. Lopeman moved to approve, supported by Mr. Evans. Upon a vote voce viva, the
motion passed.
• CONTRACT NO. 60-2024 —MIKESELL EXCAVATING, INC.
The City retains Contractor to perform services in connection with the demolition of the
house at 37 NW "F" Street previously deemed by the Richmond Unsafe Building
Commission to be unsafe. Services shall include demolition, removal, of debris, and
restoration of the site.
Not to exceed$3,400.00
Mr. Lopeman moved to approve, supported by Mr. Evans. Upon a vote voce viva, the
motion passed.

ADDENDUMS
• ADDENDUM NO. 1 TO CONTRACT NO. 19-2023 —TOWING ROTATION
The City wishes to continue to retain the following Wrecker Services to continue to provide
on-call wrecker services as needed by the Police Department:
Alley Cat Towing LLC
Pardo's Towing & Recovery
Mike's Towing
Mr. Lopeman moved to approve, supported by Mr. Evans. Upon a vote viva voce, the
motion carried.
• ADDENDUM NO. 1 TO CONTRACT NO. 25-2024 — WETZEL CHRYSLER JEEP
DODGE
Both Parties have agreed the Contractor shall also furnish one additional 2023 Dodge
Charger Police cruiser with AWD for the Police Department.
$33,194.00
Mr. Lopeman moved to approve, supported by Mr. Evans. Upon a vote viva voce, the
motion carried.

After a motion was duly made, the meeting was adjourned.
