HomeMy Public PortalAbout03-18-2024 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MARCH 18, 2024 The Common Council of the City of Richmond, Indiana met in a Regular Meeting March 1.8, 2024 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PARKER President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Larry Parker, Anne Taylor, Gary Turner, Jane Bumbalough, Justin Burkhardt and Jerry Purcell. Also in attendance were Andrew Sickmann, Corporate Counsel; Karen Chasteen, City Clerk; Audry Shake, Grant Administrator; Police Chief Kyle Weatherly; Police U. Mike Black; Police Detectives Pat Tudor and Julia Ridgeway; Emily Palmer, Controller; Traci McGinnis, Deputy Controller; Alison Zajdel, Environmental Sustainability Commission; Tim Pierson and Jeff Holthouse, Bridges for Life; Dustin Purvis, Infrastructure and Development.; Thomas Hill, GIS Coordinator; Garrett Conway, OCRA; Fire Chief Jeff Kinder; Police Majors Adam Blanton and Brandon Krofta; Sergeant at Arms; and, Malia. APPROVAL OF MINUTES Councilor Purcell moved to approve the minutes of the Regular Meeting held March 4, 2024, supported by Councilor Engle. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR. • Report of Richmond response to the tornado in Winchester on March 1.4 • The Ball State documentary of Richmond production will be April 12 & 13 • The Solar Eclipse website is RichmondSolarEclipse.com • Review of various community events Common Council Minutes March 18, 2024 Page 2 of 3 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the meetings February 22 & 29, 2024 were accepted as presented. REPORTS FROM I)EPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS POLICE CHIEF KYLE WEATHERLY - The Traffic Division will be redefined as PACT-- Policing and Communities Together. Chief Weatherly outlined the purpose and activities of this Division. Many complaints have been received about the Unsheltered Homeless Camps located behind TSC, South 37th Street and Backmeyer Road, Cardinal (ireenway and Glen Miller Park area. Trash, litter, open fires, etc. In addition to many City Departments, Bridges for Life, and other citizens have been assisting in helping these homeless in their quest for better homes,jobs, food, medical attention, etc. MISCELLANEOUS BUSINESS 001-2024 - INTERLOCAL AGREEMENT — EMERGENCY COMMUNICATIONS DEPARTMENT (911) The Finance Committee recommended approval. Councilor Burkhardt moved to approve, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. 002-2024—INTERLOCAL AGREEMENT—"BEAT THE HEAT" This Agreemmt was referred to the Finance Committee for due diligence. ORDINANCES ON FIRST READING Councilor Patter moved to suspend the rules and read Ordinance Nos. 17, 18 & 19-2024. on first readin/ by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 17-2024 — AN APPROPRIATION ORDINANCE AUTHORIZING TRE SUBMFFTAL, ACCEPTANCE AND .APPROPRIATION OF A GRAN'f FROM -.HIE FEDERAL SUBSTANCE .ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION (RH)) The Clerk read Ordinance No. 17-2024 on first reading by title only. 3/26/2024 8:47 AM Common Council Minutes March 18, 2024 Page 3 of 3 Councilor Goss moved to advance Ordinance No. 17-2024 to second reading and Public Hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. There being 120 comments for or against, Councilor Parker moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Bumbalough. Ordinance No. 17-2024 was adopted with a 9-0 roll call vote. ORDINANCE NO. 018-2024 GENERAL ORDINANCE AMENDING CHAPTER 154: UNIFIED DEVELOPMENT ORDINANCE This Ordinance was referred to the Plan Commission to be heard March 29, 2024. ORDINANCE NO. 19-2024 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM INDIANA UNIVERSITY (Beat the 11eat) This Ordinance was referred to the Finance Committee for due diligence. ORDINANCES ON SECOND READING ORDINANCE NO. 15-2024 A GENERAL ORDINANCE AMENDING sEcrioN 99.06, SECTION 99.07 AND SECTION 99.08 OF THE RICHMOND CITY CODE (Litter) Ordinance No. 15-2024 was referred to the Public Safety Committee for due diligence.
