HomeMy Public PortalAbout04-01-2024 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, APRIL 1., 2024 The Common Council of the City of Richmond, Indiana met in a Regular Meeting on April 1, 2024, in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR GOSS President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Larry Parker, Anne Taylor, Gary Turner, Jane Bumbalough, Justin Burkhardt and Jerry Purcell. Also in attendance were Andrew Sickmann, Corporate Counsel; Karen Chasteen, City Clerk; Mayor Ron Oler; Thomas Hill, GIS Coordinator; Tracy McGinnis, Controller; Alison Zajdel, Environmental Sustainability Commission; Police Chief Kyle Weatherly, Jim Bumbalough; Chad Porfidio, RPI); Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the Regular Meeting held on March 1.8, 2024, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS — None COMMUNICATION FROM THE MAYOR • MAKE MY MOVE there are 1.3 participants to date with an additional 5 in the process • The EPA has cleared the MY WAY site 800 tons of steel has been recycled and 4,000 tons of debris removed. The City-owned portion has been cleaned down to concrete— very clean concrete. • Eclipse events were reviewed Common Council Minutes April 1,2024 Page 2 of 3 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY. Minutes of the March 7 and 1.4, 2024 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS — None MISCELLANEOUS BUSINESS CONTRACT NO. 48-2024 —ADDENDUM NO. I to INTERLOCAL AGREEMENT NO. 002-2024 (BEAT THE HEAT) The Finance committee recommended approval. Councilor Goss moved for approval, supported by Councilor Wright. Upon a vote viva voce, the motion carried. ORDINANCES ON FIRST READING — None ORDINANCES ON SECOND READING ORDINANCE NO. 1.9-2024 AN APPROPRIATION ORDINANCE AITITIORILING 7111E SUBMFITAL ACCEPTANCE AND APPROPRIATION OF A (...1RAN'r FROM INDIANA UNIVERSITY (Beat the Neat) The Clerk read Ordinance No. 19-2024 on second reading by title only. President Turner declared Ordinance No. 19-2024 on public hearing. Speaking in favor of this ordinat.ce was Ms. Zajdel, There being no comments against, Councilor Engle moved for engrossment, supported by Councilor Parker. Councilor Goss called for the question, supported by Councilor .Bumbalough. Ordinance No. 19-2024 was adopted with a 9-0 roll call vote.
