PARKS AND RECREATION ADVISORY COMMITTEE
MINUTES
OCTOBER 24, 1994
I. ROLL CALL AND CALL TO ORDER
Chair Grote called the meeting to order at 7:30pm.
Committee members Coyle, Ware, Killen, and VanKomen answered
roll call. Chair declared a quorum present. Also attending
was Council Person Marilyn Arp.
II. MEETING MINUTES -• SEPTEMBER 19, 1994
Due to September 19, 1994 meeting minutes not being
distributed, Chair with consent of committee tabled the
minutes until the November meeting.
III. COUNCIL ACTIONS
Council person Arp informed committee their
recommendation concerning

and Chair Grote's reappointment
Advisory Committee were approved as written.
III. NEW BUSINESS
1. Parks Catalog
Chair informed committee she would like to get busy on
the Park's Gift Catalog in order to have it ready for
publication prior to tax time. Coyle agreed to work with
chair in developing a list of items and costs. Chair asked
staff to place the Parks Catalog rough draft on the November
agenda.
IV. OLD BUSINESS
1.Streamlining of the Park Maintenance Contract.
Committee discussed Directors rough draft of the Park
Maintenance Contract and proposed Recreation and Parks
Department. During discussion committee directed staff to
edit as follows;
*Change the statement "sweeping of impervious surfaces once
a week" to sweeping of impervious surfaces as needed."
*Discover what schedule "C" was designed for and either make
it more site specific or remove it.
*Soil samples should be taken and fertilizer ordered
according to need. Fertilizer orders should be combined
with Golf Course's to save dollars.
*Ask Legal Staff if "Bonding" is mandatory or if a "Letter
of Credit" is acceptable.
Killen asked if the new Shavers greenspace is going to
be included in the city maintenance program. Council Person
Arp felt it would be maintained by Shavers but was unsure as
to how long. Chair with consent of committee asked staff to
pull the lease contract for the Shaver's greenspace and
place it on the November agenda.
Note: Chair asked to have the edited version of the Parks
Maintenance contract be placed on the November agenda.
2. Winter Recreation Taskforce.
Committee discussed Ware's proposed slate of Carol
Dejong, Debbie Martens, Debbie Staup, Tracy Beck, Sue
Ericson, Richard Taplin, Wayne Hershel, Mike McCabe, Mimmi
Peugh, Lola Elliot, Travis Hatfield, Patti Hovdey, Harry
Stathis,and Dr..Dan Ostermiller. Committee agreed this
represents a good cross section of winter recreation
interests.
After discussion VanKomen moved to recommend council approve
the above slate of citizens for the Winter Recreation
Taskforce. Seconded by Killen and the motion carried.
VI. OTHER BUSINESS.
1. Transportation Grants.
Killen informed committee the P.L.T.S. and City of
McCall are currently looking for a nonpreference third party
to sit on the joint powers committee.
2. MdCall Mall Parking in Legacy Park.
Director informed committee he could find no record of
a formal agreement as to how many vehicles and what types
were allowed to park at the south end of Legacy Park.
Committee agreed the McCall Mall Parking area in Legacy Park
should only be used for handicapped parking and as a service
entrande. Chair asked staff to meet with Mr. Findley and
report back to the committee at their November meeting.
3. Playground Equipment in Mill Park.
Chair informed committee construction of the playground
equipment in Mill Pack has been heldup and will not be
installed this year. Discovery of contaminated soil at the
selected site has halted the construction four to five
years. Chair informed committee that she met with
Administrator at Mill Park and he will ask Mr. Manchester
for permission to place the equipment West and North of the
Restrooms.
VII. NEXT MEETING.
With consent of committee, Chair scheduled the next
meeting for November 14, 1994 at 7:30pm in the Council
Chamber.
