The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 'North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Evans called the meeting to order and the following business was conducted:
ROLL CALL
Board members presont were: Matt Evans, Dustin Purvis and Jamie Lopeman.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Cl-rk;
Lieutenant Mike Black; Fianna Snoddy, Parks & Recreation; Greg Stiens, Director of Pubhic
Works and Engineering; Howard Price; and Media.
APPROVAL OF MINUTES
Mr. Lopeman moved to approve the minutes of April 4, 2024, supported by Mr. Purvis. Up. n a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Purvis moved to approve the Claims for Payment for April 12, 2024 in the amount of Sev,nty
Seven Thousand Two Hundred Eight Seven Dollars and sixty on cents ($77,287.64 supporteJ by
Mr. Lopeman. Upon „El vote viva voce, the motion carried.

• STREET CLOSURES

Hannah Snoddy is requesting several closures and they are as follows:
The closure of North Service Street between North 6111 Street and North 7111 Street on
Friday's from 6:00 p.m. to Saturday at 1:00 p.m. in the months of May —October for
Farmers Market vendors to set up and sell their goods.
Mr. .Lopeman moved to approve, supported by Mr. Purvis. Upon a vote viva voce, the
motion carried,
The closure of North Service Street Between North 61h Street and North 7111 Street on
Mondays from 6:00 p.m. to Tuesdays at 8:00 p.m. in the months of.fuly — September tor
Farmers Market vendors to set up and sell their goods on Tuesday Twilight Market events.
Mr. Lopeman moved to approve, supported by Mr. Purvis. Upon a vote viva voce, the
motion carried.
The Closure of North Service Street between North 6111 Street and North 7111 Street on.
Tuesdays from 6:00 p.m. to Wednesdays at 3:00 p.m. in the moths of May.— Septembe tbr
weekly Food Truck/Eat I,ocal Wednesday's event.
Mr. Lopeman moved to approve, supported by Mr. Purvis. Upon a vote viva voce, the
motion carried.
They are also requesting permission to install permanent gates on each end of the Nor h
Service Street that will allow for easier street closures in the future and improve safety by
having controlled access to the street. They will not impact snow removal procedure and
they have worked with the Street Department on few options for gates that would
appropriate to hopefully make this process easier for all involved.
Mr. Lopeman moved to approve, supported by Mr. Purvis. Upon a vote viva .voce, the
motion carried.

CHANGE ORDERS
• CHANGE ORDER NO. 1 TO CONTRACT NO. 111-2021 —COMPLETE STREETS
LOOP PROJECT
rfemporary li&Alt towers are to replace current street lights on East Main Street from 7`1
and 10th Street. Milestone Contractors will supply and maintain two light towers for 1 0
days during construction.
Not to exceed $31,651,08
Mr. Lopeman moved to approve, supported by Mr. Purvis. Upon a vote viva voce, the
motion carried.
