OARD OF PUBLIC WORKS AND SAFETY
RESOLUTION NO. 4-2024
A RESOLUTION DESIGNATING A SIGNATORY
ON CERTAIN INDOT CONTRACTS
WHEREAS, The City of Richmond Board of Public Works and Safety ("Board") is
the executive board with the jurisdiction to review and approve certain
co racts on behalf of the administration of the City of Richmond,
Indiana; and
WHEREAS, From time to time, the City will enter into various project coordination
agreements (hereinafter "contracts" or "agreements") with the Indiana
Department of Transportation ("INDOT") when funding is in place and
when the administration has received approval from the Mayor to move
forward with a given project or initiative; and
WHEREAS, INDOT had previously advised the City's Division of Public Works and
Engineering Director that all contracts which are entered into with
municipalities as Local Public Agencies ("LPA") must now be signed
electronically with the strong preference by INDOT that only one
signatory on behalf of a municipal unit be authorized to sign on the
unit's behalf; and
WHEREAS, In light of the on-site availability of Tracy McGinnis as the City
Controller, to perform the execution of said contracts, the Mayor and the
Board now wish to delegate the electronic signing of the INDOT-related
contracts and agreements to the Controller, Tracy McGinnis, after each
contract is considered and approved by the Board in a public meeting
pursuant to its normal practice and jurisdiction.
NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works and
Safety of the City of Richmond, Indiana, that Tracy McGinnis, City Controller, shall be
authorized on behalf of both the Mayor and on behalf of the Board of Public Works and

Safety to electronically sign each LPA contract or agreement for project coordination
with INDOT after the Board approves an INDOT contract or agreement in a public
meeting.
Passed and adopted this le day of Ap, I , 2024, by the Board of Public
Works and Safety of the City of Richmond, Indiana.
