• JANUARY 11, 1988
1. CALL TO ORDER
The meeting was called to order at 7:30 P.M, by Mayor
Daniels. Councilman Bode, Logan, Vincent were present
along with Councilwoman Adams, City Attorney Wieneskie,
and City Manager Pratt. This meeting was held in compliance
with the Texas Open Meetings Act.
2. INVOCATION
A moment of silent prayer was called for all to pray.
3. APPROVAL OF MINUTES
Councilwoman Adams moved to accept the minutes as
presented. A second was made by Councilman Vincent. The
decision was unanimous.
The Mayor deviated from the agenda and considered item 8C.
8C. Applicant for Parks and Beautifir_ation Advisory Board
• The names of Reta P. Boyle and Judy McWilliams were
submitted for the Parks and Beautification Advisory
Board.
A motion was made by Councilman Vincent to approve the
aforementioned. A second was made by Councilwoman
Adams. The decision was unanimous.
Mr. Rodney Bland, our new I.,ibrary Director, was
introduced to all present.
4. PUBLIC HEARING
A. Certain zoning ordinance changes in comprehensive
zoning ordinance concerning pools, spas, and carports.
Changes proposed were read by our attorney. Several
Citizens spoke concerning this ordinance.

Jim Cobb - 7600 Glenview
After additional discussion a motion to table this
matter was made by Councilwoman. Adams with a second
by Councilman Logan. The vote was for: Logan, Adams
against: Bode, Vincent. The Mayor broke the tie by
voting for the motion.

At this time the carport issue was discussed.
A recess was called to make copies of the proposed
ordinance. Then the session was called back to order
by Mayor Daniels.
A number of cards were filled out for citizens to
speak. The following were called upon to speak on the
carport issue as being against.

Kenneth McKinney - 6816 Davidson
Melvin Brantley - 2900 Faye
Lloyd Hunt - 3813 Labadie
Richard Gladstone - 6737 Bridges
Oliver Pettit - 7505 Hovenkamp
Jim Cobb - 7600 Glenview
Wanda Elledge - 3617 Ruth Rd - needs a carport
Don Dyk - 2740 Ash - is for carports
After a great deal of discussion a motion was made by
Councilman Vincent to table this for the next meeting.
The motion died for lack of a second.
Ed. Bachner - 7132 Dover - spoke to deed restrictions
After additional discussion amongst the Council, a
motion was made by Councilman Logan to adopt this
ordinance as it has been drafted. A second was made
by Councilman Vincent.
Judy McBrayer - 3629 Granada - mentioned opinion poll
After additional discussion a vote was called. For:
Vincent, Logan Against: Bode, Adams, the Mayor broke
the tie by voting against the motion. The ordinance
failed.
5. REQUEST TO APPEAR
A. Wayne Tidwell
Mr. Wayne Tidwell came forward and spoke concerning a
road transportation committee in Northeast Tarrant
County called CONET. Mr. Tidwell is the cities
representative.
Mr. Tidwell had prepared short term goals for the
committee that he desired input from the Council on.
Those goals were passed out to the Mayor and Council
and read by Mr. Tidwell.

A motion was made by Councilman Vincent to reappoint
Mr. Tidwell to the CONET Committee. A second was
made by Councilman Logan. The decision was unanimous.
B. Ed Backner - 7132 Dover
Mr. Bachner came forward and read a letter concerning
a patio cover constructed in violation to the zoning
ordinance at 6808 Reeves.
Mr. Wendell Davis - 3311 Ruth Rd. - spoke concerning
an appeal he filed on 7-21-87.
A lengthy discussion followed. No action was taken.
6. ORDINANCE
A. Allowing attached carport in front yards and establish
requirements for construction.
B. An ordinance amending subsection B(2) of section 13,
"C-2 general commercial district" of chapter 12,
"zoning" of the code of ordinances, City of Richland
Hills; allowing outside storage and display for sale
of large items which are structurally permanent,
designed to be marketed for residential use.
Providing a severability clause; and providing an
effective date.
Both these items were considered previously.
7. REQUEST TO ADVERTISE
A. Fire hose
A motion was made by Councilman Logan to allow the
Fire Chief to go ahead and take bids for fire hoses.
A second was made by Councilman Vincent. The decision
was unanimous.
8. OTHER BUSINESS
A. Representation, objectives and goals of CONET.

9. COMMENTS
Jean Smith - 3628 Labadie - feels need competent City Code
Enforcement Officer.
Kenneth McKinney ask about Handley-Ederville, Midway Rd.

10. ADJOURN
A motion to adjourn was made by Councilman Logan with a
second by Councilwoman Adams.
Meeting adjourned.
