QUALITY 'PROJECT ON THE EAST FORK, WHITE WATER, RIVER WHEREAS, the City of Richmond, Indiana, Department of Sanitation, acting by and through its Board of Sanitary Commissioners fir the Richmond Sanitary District (hereinafter "RSD") is a political subdivision, duly organized and existing pursuant to the Constitution and the laws of the State of Indiana; and. WHERES, the U.S. Geological Survey, Indiana-Kentucky Water Science Center, United States Department of the Int,-n7ior (hereinafter "USGS"), has conducted tests to ascertain the streamflow and water quality on the East Fork. Whitewater River in Richmond, Indiana; and WHEREAS, USGS recommends the continuation of installation, operation and maintenance of continuous water-quality monitors in the East Fork Whitewater River in Richmond, Indiana, with the following objectives: 1.. Provide continuous measurements of stream stage, compute, and publish continuous streamflow for the East Fork Whitewater River at Test Road in Richmond, Indiana; and 2. Provide continuous measurements of nitrate plus nitrite, orthophosphate, water temperature, specific conductance, pH, dissolved oxygen, and turbidity at the East Fork Whitewater stream.flow gage; and 3. Collect discrete water-quality samples of nutrients and sediments to represent environmental conditions of the East Fork Whitewater River over the range of hydrologic and seasonal conditions; and 4. Where statistically valid, develop and publish surrogate models which will be used to compute concentrations and loads of constituents that are not easily measure in real. time, including total nitrogen, total phosphorus and suspended sediment. WHEREAS, the benefits of this continuous surface and water-quality study at the East Fork Whitewater River within the larger Whitewater River Basin will, among other things: a. Provide needed information regarding the amount and quality of water in all components of the water cycle at high temporal and spatial resolution through advancement of hydrologic monitoring networks and techniques, determination of Resolution 7-2020 Richmond Sanitary .D..strict Page 2 water- quality characteristics of surface water, and assessment of water resources and its suitability to meet human and ecosystem needs. b. Anticipate and respond to water-related emergencies and conflicts through deployment of observational systems for identifying and tracking hydrologic hazards and by providing tools that allow managers to detect and respond to emergencies related to water-quality. c. Deliver timely hydrologic data, analyses, and decision-support tools seamlessly to support water-resource decisions. WHEREAS, USGS submitted a proposal to R.SD in May of 2020 for Continuation of Super Cia.ge to Monitor Nutrients and Sediment at the East Fork Whitewater River at Richmond, Indiana, which proposal is attached hereto and incorporated by reference as Exhibit "A". WHEREAS, USGS has submitted to R.SD a Joint Funding Agreement for Water Resources Investigations, Agreement No. 21INITUFA00000053, Project No. NFOOGWQ, dated September 17, 2020 for the continuation of monitoring nutrients and sediment for the strew-I-Wow and water quality project on the Fast .Fork Whitewater River at Richmond, Indiana, during the period from November 16, 2020 Through November 1.5, 2023, in the amount of $160,800 from RSD, and $69,000 from USGS„, for a total project cost of $229,800. A copy of said Joint Funding Agreement for Water Resources Investigations, Agreement No. 21 N.FJEA00000053 and Project No. NFOOGWQ is attached hereto and incorporated by reference as Exhibit "B"; and WHEREAS, it is in the best interests of the Richmond Sanitary District, the City of Richmond, Indiana, its citizens and ratepayers to enter into this Joint Funding Agreement for Water Resources Investigations with USGS; and WHEREAS, R.SD has the funds within its budget to enter into the Joint Funding Agreement. for Water Resources Investigations with USGS. NOW THEREFORE, BE IT RESOLVED by the Board of Sanitary Commissioners of the Sanitary District of Richmond, Indiana, that. said Board now approves the need for the May 2020 Proposal for Continuation of Super Gage to Monitor Nutrients and Sediment at the East Fork Whitewater River at Richmond, Indiana submitted by U.S. Geological Survey and for authorization for the Richmond Sanitary District to accept said proposal by U.S. Geological Survey, as set forth in Exhibit "A'. BE IT FURTHER RES 0 L VED by the Board of Sanitary Commissioners of the Sanitary. ") with a length of approximately 5'7 mftes, IThe source at the East Fork Whitewater River is in Darke County,Ohio(USGS,2017). After entry into Wayne County, Indiana, the East Fork Whitewater River flows southerly 01:tough the city of Richmond and continues 22 miles to Brookville Reservoir, The majority of the East Fork Whitewater River lies in the Tipton Till Plain physiographic unit with a small portion lying in the Dearborn Upland.The majority of surficial geology consists of moderately thick glacial till with the most southern extreme of the river basin consisting of flat-lying limestone and shale (Schneider, 1966;Malott, 1922). The East Fork Whitewater River is incised into the Tipton Till Plain and los local relielof greater than 100 ft. (Woodfield, 1994). The dominant land use in the East Fork Whitewater Basin is agriculture(Debrewer and others, 2000). The largest urban center within the basin is the city of Richmond, IN with a 2016 population of 35,854 persons which is a 2.6%decline from 2010(US Census Bureau, 2017). The East Fork Whitewater River flows directly through the center of Richmond.(fig.2). The city primarily utilizes the river for drinking water(intake wells within the surficial aquifer), industry intakes, and recreation. Downstream of Richmond but above the mouth of the East Fork Whitewater River, the Brookville Lake Darn was built in 1974 by the United States Army Corps of Engineers, The 17-mile long reservoir provides flood mitigation,a drinking water source,and opportunities for recreation(US Army Corps of Engineers,2017), The Indiana Department of Environmental Management performed a comprehensive survey of the East Fork Whitewater River Watershed in 2002. The primary cause of impairment identified for the river was.Escherichia coil bacteria(Indiana Department of Environmental Management, 2007), Principal pollution sources included non-point agricultural runoff and point-sources resulting from anthropogenic discharges and combined sewage overflows. 2014, the USGS performed an analysis of data collected by 1DEM's Indiana Fixed Station Monitoring Program for trends in concentrations of 12 constituents including nutrients,metals,and ions in Indiana streams 2000-2010 (Risch and others, 2014). Analysis sitows that the Whitewater River Basin had some of the most significant downward trends in the state for selected constituents. Summary statistics also showed that discrete concentrations of nitrate for the Whitewater River Basin were high compared to the median concentrations of other basins within Indiana, Additionally,maximum discrete values of suspended solids and iron collected within the Whitewater River Basin were often higher than maximums collected at most other basins within Indiana indicating that higher flow regimes may lead to increased contaminant infiltration. The Richmond Sanitary District is located near the southern end of Richmond, IN,This wastewater treatment plant discharges approximately 10 million gallons per day of recycled wastewater to the East Fork Whitewater River(City of Richmond,2017a). The wastewater, approximately 20 percent industrial and 80 percent residential waste,undergoes an extensive process of cleaning Met udirig preliminary treatment,primary treatment,grease and scum removal, secondary treatment, tertiary treatment,disinfection and final aeration prior to discharge into the river, The Riclunond Sanitary District's mission includes reducing pollution and safeguarding the public health through efforts which reduce,reuse and recycle the community's waste in conformance with local,state and federal statutes, These services will result in a constantly improving environmental quality of life throughout the District and adjoining communities(City of Richmond,20174 Currently,tie U.S. Geological Survey(USGS)maintains a super gage at East Fork Whitewater River at Richmond(03275500)(Fig 2).This super gage is equipped with continuous streamflow, a 5- parameter sonde(water temperature, specific conductance,pl-I,dissolved oxygen, and turbidity),an in- situ optical nitrate plus nitrite monitor, and a wet chemistry orthophosphate monitor.The Super gage site is visited 20 or more times per year to maintain sensors and monitors(calibration and cleaning). Equal- width increment discrete samples for nutrients and sediment are collected at least 8 times per year following DSOS protocols. Discrete samples are collected to evaluate if continuous monitor data are representativa of the stream cross-section and for validation of nutrient and sediment surrogate models. Currently,the USGS developed surrogate models for suspended sad neat total nitrogen, and total phosphorus for the East Fork Whitewater River at Richmond. These models are reader review and a USGS Scientific Investigation Report will be published to document the models for total nitrogen and total phosphorus. Problem and Objectives Anthropogenic activities that occur within the East Fork Whitewater River Bashi,including point and non-point source agricultural and urban activities and combined sewage overflows,directly affect the water-quality of the East Fork Whitewater River and water bodies downstream. Water within and from this watershed are regularly used for drinking water sources,industry,and recreational activities including at the Brookville Reservoir and other downstream locales. Elistorically,runoff events have led to the infiltration of pollutants into the East Fork Whitewater River,negatively affecting water quality, The Richmond Sanitary District is currently using USGS data as an additional tool to monitor the water quality of the East Fork Whitewater River in real-titne(fig.3). The extension of real-time monitoring will continue to provide the City of Richmond with a management tool to help ensure adequate steps arc taken to reduce pollution and safeguard the public's health. Project Scope This study includes the continuation of operation and maintenance of continuous water-quality monitors in the East Fork WhitewaterRiver at Richmond,TN from November 16, 2020 to November 15, 2023. The specific tasks are to: 1, Provide continuous measurements of streamflow for the East Fork Whitewater River at Test Road in Richmond, IN; 2. Provide continuous measurements of nitrate plus nitrite, orthophosphate, water temperature,specific conductance,p11, dissolved oxygen,and turbidity at the East Fork VOIntewater River streamflow gage;and 3, Collett discrete water-quality samples of nutrients and sediments to validate models that are used to compute concentrations and loads of total nitrogen, total phosphorus, and suspended sediment. Relevance and Benefits Benefits of this investigation to project partners and others include: • Strevriflow data that may be used to potentially provide early warnings of flood cond7i,inns; • Data to evaluate annual and seasonal water-quality conditions of the East Fork Whitewater River; • Information that may be used to better understand the effects of management decisions by the city of Richmond, local water supply companies, and power production entities; • Baseine data that may bc used to scientifically evaluate potential, future water-quality improvements resulting from changes in the management of point and nonpoint sources of pollution in the East Fork Whitewater River; and • Information that may be used to drive effective changes to regulations or procedures. Approach A USGS Strearnflow Gaging Station and continuous water-quality monitors were deployed on the East Fork,Whitewater River at Test Road in Richmond,IN in October 2017,and will continue to be maintained according to procedures outlined in Wagner and others(2006)and Pellerin and others(2013). Water-quality monitors currently installed at the site(table 1) include a Satlantic Suna (nitrate plus nitrite), Seabird HydroCycle P(orthophosphate),and a YSI EXO2 multi-parameter sonde(water temperature,specific conductance, pH,dissolved oxygen, and turbidity). Measurements will continue to be recorded every IS minutes,and the USGS will display the provisioival data on the web in near-real time. Reviewed and approved final data will be available from the USGS online,data base,National Water Information System website (https://cloi.plg/10.5066LF/F55K1N).The continuous instrumentation will be serviced minimally every 3 weeks during the p.owing season(April—October)and every 4 weeks otherwise to maintain the instruments and assess measurement accuracy following established USGS protocols, Concentrations in discrete samples are used to confirm continuous readings of nitrate plus nitrite and orthophosphate. Discrete samples are also used for the validation of surrogate models developed for this site. The USGS will collect 8-10 discrete water-quality samples during each year of the extension period (Nov, 16,2020 through Nov, 15,2023),with a focus on high flow events. Using documented USGS protocols,samples will be collected using the equal:-width increment method to represent the range of hydrologic and seasonal conditions observed at the site(USGS,variously dated). Whole water samples will be collected and acidified for preservation, Filtered samples will he processed using a 0.45- micrometer pore-s:ze disposable capsule filler,chilled, and maintained at 4-degrees Celsius.Discrete nutrient samples will be analyzed by the USGS National Water-Quality Laboratory...Suspended sediment samples will be bottled and analyzed for concentration and sand/fine composition by the USGS Kentucky Sediment Laboratory. The USGS will measure streanfflow at the USGS streamflow gaging station on the East Fork Whitewater River at Richmond, IN 6 to 8 times per year,with additional visits during storm events. Quality Assurance/Quality Control Quality-control samples, blanks and replicates,will he used to quantify bias and variability in measurements.Bach year,one blank and one replicate discrete sample will be collected. In the evend that contamination is identified,the water science center may choose to collect additional samples to further evaluate any systematic problem. Water-quality activities are conducted in accordance with the Quality-Assurmce Plan for Water-Quality Activities of the USGS Ohio-Kentucky-Indiana Water Science Center(OKI) and are further outlined in the 1....1SOS National Field Manual.for the Collection of Water-Quality Data(USGS,variously dated). Any deviations from established protocols are documented in writing and are checked with quality-control samples. All continuous water-quality sensors used in the study are calibrated following USGS methodology(Wagner and others,2006)and manufacturer recommendations. Project personnel, under the guidance of the OKI WSC Water-Quality Specialist, will review all.field and laboratory analytical results and request re-analysis or verification from each laboratcry when necessary, Products All continuous water-quality data are provided provisionally in real-time on the National Water Information System website(NWISweb) interface.
