HomeMy Public PortalAbout4-15PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, APRIL 15, 2024 The Common Council of the City of Richmond, Indiana met in a Regular Meeting on April 15, 2024, in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR GOSS President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Larry Parker, Anne Taylor, Gary Turner, Jane Bumbalough, Justin Burkhardt and Jerry Purcell. Also in attendance were Andrew Sickmann, Corporate Counsel; Karen Chasteen, City Clerk; Mayor Ron Oler; Brian Stumpt,11th Street Development; Acacia St. John; Police Detective Julia Ridgeway; Dustin Purvis, Director of Infrastructure and Development; Fire Chief Jeff Kinder; Rodney Mayse, Airport Manager; Tracy McGinnis, Controller; Police Chief Kyle Weatherly, Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the Regular Meeting held on April 1, 2024, supported by Councilor Goss. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS – A. RESOLUTION NO. 1-2024 – STELLAR PATHWAYS Councilor Goss moved to support participation in the Indiana Office of Community & Rural Affairs (OCRA) state-wide initiative known as the Stellar Pathways Program, supported by Councilor Turner. Upon a vote viva voce, the motion carried. Councilor Bumbalough moved to approve Resolution No. 1-2024, supported by Councilor Turner. Upon a vote viva voce, the motion carried. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the March 21 and 28, 2024 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING Councilor Parker moved to have Ordinance No. 22 and 23-2024 read on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 22-2024 – AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA CRIMINAL JUSTICE INSTITUTE (RPD) The Clerk read Ordinance No. 22-2024 on first reading by title only. This Ordinance is held until the May 6, 2024 meeting. ORDINANCE NO. 23-2024 – AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE UNITED STATES FEDERAL AVIATION ADMINISTRATION (AIRPORT) The Clerk read Ordinance No. 23-2024 on first reading by title only. The Finance Committee recommended approval. Common Council Minutes April 15, 2024 Page 3 of 4 4/22/2024 10:33 AM Councilor Goss moved to advance Ordinance No. 23-2024 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. There being no comments for or against, Councilor Parker moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Parker called for the question, supported by Councilor Bumbalough. Ordinance No. 23-2024 was approved with a 9-0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO. 2-2024 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR CERTAIN PARCELS FROM MEDIUM DENSITY SINGLE-FAMILY RESIDENTIAL DISTRICTS TO PLANNED DEVELOPMENT DISTRICTS WITH MIXED BASE RESIDENTIAL ZONING DESIGNATIONS: MEDIUM DENSITY SINGLE -FAMILY RESIDENTIAL; HIGH DENSITY SINGLE-FAMILY RESIDENTIAL; URBAN RESIDENTIAL; AND, INTENSE MULTI-FAMILY RESIDENTIAL (0 South 37th Street) The Clerk read Ordinance No. 2-2024 on second reading by title only. The Plan Commission recommended approval with a 7-0 vote. Speaking in opposition were Mary Ellen Donat; Charlie Austerman; Jeff Culbertson, Shelly Culbertson; George Newman; Susan Yaeger; Randy Kolentus; Carrie Kolentus; Sandi Fisher; Slayton Smith; Sarah George; Kory George; Nick Wilson; Gary Wiggans; Connie Locker; Carol Green; Lisa Focht and Brian Macpherson. Speaking in favor were Theresa Lindsey; Mark Bracker; James Henley; Jason Troutwine; Robin Henry; Mike Frame; Melissa Vance; Kenneth Christman; Chris Little; Brian Ballenger; Dennis Rome; Mary Walker; Bruce Wissel and Alex Painter. Councilor Parker moved for engrossment, supported by Councilor Wright; upon a vote viva vote the motion carried. Councilor Parker called for the question, supported by Councilor Wright; Ordinance No. 2-2024 was denied with a 3-6 roll call vote. Dissenting were Councilors Goss, Engle and Turner.
