APRIL 18, 2024
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 511' Street, Richmond, Indiana.
CALL TO ORDER
President Evans called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Matt Evans, Dustin Purvis and Joanne Buroker. Jamie Lopeman
was absent..
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk:
Kara Noe, Purchasing; Greg Stiens, Director of Public Works and Engineering; and Media.
APPROVAL OF MINUTES
Mr. Purvis moved to approve the minutes of April 11, 2024, supported by Ms. Buroker. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Purvis moved to approve the Claims for Payment for April 19, 2024 in the amount of Forty
Five Thousand Six Hundred Thirty Nine Dollars and thirty seven cents ($45,639.37), supported
by Ms. Buroker. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Purvis moved to approve the Payroll Claims for Payment for April 19, 2024 in the amount of Eight
Hundred Eighty Eight Thousand Five Hundred Forty Four Dollars and twelve cents ($888,544.12),
supported by Ms. Buroker. Upon a vote viva voce, the motion carried.

CONTRACTS
• CONTRACT NO. 1.9-2023 TOWING ROTATION — 2" CHANCE TOWING &
REPAIR
2" Chance Towing & Repair 1.1C has requested to be added to the City towing rotation.
All documents are on file and have been verified. The contract will be in effect through
March 31., 2025.
Mr. Purvis moved to approve, supported by Ms. Buroker. Upon a vote viva voce, the
motion carried.
• CONTRACT NO. 70-2024 —ENVIROTECH CONSULTING SERVICES
The City retain Contractor to conduct a Phase I Environmental Site Assessment for the
former Elder Beeman site which includes the adjacent lots and the skywalk
spanning 601 E Main to the Municipal Parking Garage located at 20 South 811h Street. Parcel
numbers for the three (3) real property parcels are as follows:
601 E Main: 89-18-05-220-405.000-030 (building and skywalk.; 1.509 acres)
0 South 6th: 89-18-05-220-406.000-030 (0.569 acres)
600 South A: 89-18-05-220-407.000-030 (0.540 acres)
Not to exceed $2,150.00

CHANGE ORDERS
• CHANGE ORDER NO. 2 TO CONTRACT NO. 138-2023- COMPLETE STREETS
LOOP PROJECT
Temporary Pedestrian Channelizers will be used instead of the type of three barricades for
sidewalks in the construction areas. This change is being made to meet A.DA requirements.
Not to exceed $428.16
Mr. Purvis moved to approve, supported by Ms. Buroker. Upon a vote viva voce\, the
motion carried.
RESOLUTIONS
• RESOLUTION NO. 4-2024 — DESIGNATING A SIGNATORY ON CERTAIN
INDOT CONTRACTS
To allow Tracy McGinnis to electronically sign certain INDOT contracts on behalf of the
Board of Public Works and Safety.
