SEPTEMBER 19, 1994
I. ROT~. CALL AND CALL TO ORDER.
chair Grote called the meeting to order at 7:30pm.
Committee members Ware and coyle answered the roll call.
Chair declared a quorum present. Also attending was
Administrator Schium, Director Baker, and Brad Raulston.
ii. PAI~TING OF MILLPARK~OOM - BRAD RAULSTON-
Raulston informed Committee he represents M-Resorts who
would like to paint the Mill Park restroom and plant some
shrubbery around it. Raulston also informed committee that
moving it would be the best way to improve the area's looks
but if the cost was over $10,000.00 it would not be worth
it. Committee discussed painting the existing roof or
replacing it. Coyle stated it has been his experience at
Ponderosa State Park a painted roof only looks good for
about two years. Chair stated and committee agreed they
have no problem with Raulston's proposal,, if there was a
guarantee that it will not become a eyesore in the years to

II. MEETING MINUTES - AUGUST 8, 1994.
Ware moved to accept the minutes as written. Coyle
seconded and the motion carried.
III. STAFF RF~S'-
a- Director
1. Parks Revenues - committee reviewed without
action.
2. Sand in Legacy Park Volleyball court.
Director informed committee that after talking
with the Parks Director they both agreed this
project could be handled during the 1995 spring
volunteer clean up day. Committee agreed this
would be a good time to replace the sand in the
volleyball court.
NOTE: Place the volleyball court on the March'
agenda.
3. Adopted parks budget - committee reviewed
without action.
IV.
NEW BUSINESS-
a. comprehensive Plan Review with Planning and Zoning
Commission.
Chair informed committee that she has sent a copy
of the Master Plan to Mr. McCrystal with a letter
informing him that it has already been adopted by
the Council.
OLD BUSINESS
a. Playground Plaque in Mill Park.
Director informed committee council approved as
written in August 8, 1994 minutes.
b. McCall Mall Parking in Legac~ Park.
chair directed staff to get all available
information and history together, get it to her,
and she'will draft a recommended position for the
council to take.
c. AlCohol in City Parks.
Administrator informed committee that the council
has directed them to study allowing alcohol
consumption in city parks. Chair requested
Director to contact park administrators in Jackson
Hole, Boise,Ketchum, Coeur D' Alene, Sandpotnt,
and Aspen, and report findings.
NOTE: Place Alcohol in City Parks on january
agenda.
OTHER BUSINESS.
a. Winter Recreation Task Force.
Ware informed committee his list of candidates is
almost completed. Chair requested ware to get her
a copy of the list as soon as it is completed and
she will send a letter/slate to the council for
approval.
b. Joint Powers agreement with p.L.T.S.
Administrator informed committee that the
agreement is being offered to the council on
Thursday. Depending on the countie's monies, bids
will be requested sometime in February.
c. Legacy Park Beach.
Administrator presented committee with paper sack
of rusted nails, glass, and other assorted trash,
which Megan Martens picked up off of Legacy Park's
Beach. Committee discussed various ways of
cleaning up the beach and requested Director
contact Valley County Detention and see if they
have anyone who needs to complete community
service hours.
NOTE:Director to send a note of thanks to Megan
Martens.
d. 1995 Idaho ~ecreation and Park Association
Conference.
Coyle informed committee that the 1995 Idaho
Recreation and Park Association Conference would
be held in McCall.
e. Vacant Park & Rec. Committee seat.
Director informed committee that no applications
for the seat had been received.
Coyle moved to recommend Council reappoint Tomi
Grote as Committee Chair. Seconded byWare and
the motion carried.
f. Impact Fees.
Coyle informed committee that the city of Coeur
D' Alene has sued the state, because it feels the
200,000 person limit is unconstitutional.
g. Land and Water Conservation Fund.
Chair informed committee the Idaho Department of
Parks and Recreation is attempting to set up a
trust fund, funded with taxes to someday proved
funding for the Land and Water Conservation Fund.
VII. NEXT MEETING.
With consent of the Committee, Chair scheduled the next
meeting for October 24, 1994 at 7:30pm in the Council
Chamber.
