THE CITY OF RICHMOND, INDIANA,
APRIL 25, 2024
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5'1' Street, Richmond, Indiana.
CALL TO ORDER
President Evans called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Matt Evans and Dustin Purvis. Jamie Lopeman was absent.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Kara Noe, Purchasing; Cedric James and Derek Hill, Code Enforcement; Sharry Hemingway,
Payroll and Benefits Administrator; Fire Chief Jeff Kinder; Greg Stiens, Director of Board of
Works and Engineering; Foster Brown, Firefighter; and Media.
APPROVAL OF MINUTES
Mr. Purvis moved to approve the minutes of April 18, 2024, supported by Mr. Evans. Upon a vote
viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Purvis moved to approve the Claims for Payment for April 26, 2024 in the amount of One
Hundred Sixteen Thousand Sixty Five Dollars and thirty four cents ($116, 065.34), supported by
Mr. Evans. Upon a vote viva voce, the motion carried.

CONTRACTS
• CONTRACT NO. 71-2024 —REDDOG ENTERPRISES INC.
The City hereby retains Contractor to perform services in connection with the cleanup
of 1435 Hunt Street previously deemed by the Richmond Enforcement Authority to be
noncompliant and ordered to be cleaned up. Services shall include the cleanup and removal
of all vehicle parts, tires, appliances, furniture, construction materials, tarps, trash,
rubbish, and debris strewn about the premises.
Not to exceed $1,000.00.
Mr. Purvis moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion
carried.
• CONTRACT NO. 72-2024 — REID HOSPITAL AND HEALTH CARE SERVICES,
INC. D/B/A REID HEALTH
City hereby retains Contractor to provide testing services in connection with the City's
2024 Health Fair to be held May 9, 2024, and May 10, 2024, including, but not limited to
the blood-draw testing services and biometrics necessary for the wellness screening
operations conducted at the Fair. The cost breaks down as follows:
$54.00 per female participant and $63.00 per male. There are usually 250 to 300
employees, eligible spouses, and retirees that participate.
Mr. Purvis moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion
carried.
• CONTRACT NO. 73-2024 —BENJAMIN WILLEY
Each Probation Firefighter of the Fire Department acknowledges and agrees to obtain a
paramedic certification within five years of hire. The Fire Department will
provide all necessary cost associated with the education required to receive this paramedic
certification. In the event the employee does obtain the certification and voluntarily leaves
employment with the City or Fire Department, the employee agrees to reimburse the City
pursuant to the reimbursement schedule as identified in the contract.
• CONTRACT NO. 74-2024 —CALEB HARMAN
Each Probation Firefighter of the Fire Department acknowledges and agrees to obtain a
paramedic certification within five years of hire. The Fire Department will
provide all necessary cost associated with the education required to receive this paramedic
certification. In the event the employee does obtain the certification and voluntarily leaves
employment with the City or Fire Department, the employee agrees to reimburse the City
pursuant to the reimbursement schedule as identified in the contract.

• CONTRACT NO. 75-2024 — CLAYTON SCOTT
Each Probation Firefighter of the Fire Department acknowledges and agrees to obtain a
paramedic certification within five years of hire. The Fire Department will
provide all necessary cost associated with the education required to receive this paramedic
certification. In the event the employee does obtain the certification and voluntarily leaves
employment with the City or Fire Department, the employee agrees to reimburse the City
pursuant to the reimbursement schedule as identified in the contract.
• CONTRACT NO. 76-2024 — FOSTER BROWN
Each Probation Firefighter of the Fire Department acknowledges and agrees to obtain a
paramedic certification within five years of hire. The Fire Department will
provide all necessary cost associated with the education required to receive this paramedic
certification. In the event the employee does obtain the certification and voluntarily leaves
employment with the City or Fire Department, the employee agrees to reimburse the City
pursuant to the reimbursement schedule as identified in the contract.
• CONTRACT NO. 77-2024 —GABRIEL MORRIS
Each Probation Firefighter of the Fire Department acknowledges and agrees to obtain a
paramedic certification within five years of hire. The Fire Department will
provide all necessary cost associated with the education required to receive this paramedic
certification. In the event the employee does obtain the certification and voluntarily leaves
employment with the City or Fire Department, the employee agrees to reimburse the City
pursuant to the reimbursement schedule as identified in the contract.
• CONTRACT NO. 78-2024 —JEFFREY LANDESS
Each Probation Firefighter of the Fire Department acknowledges and agrees to obtain a
paramedic certification within five years of hire. The Fire Department will
provide all necessary cost associated with the education required to receive this paramedic
certification. In the event the employee does obtain the certification and voluntarily leaves
employment with the City or Fire Department, the employee agrees to reimburse the City
pursuant to the reimbursement schedule as identified in the contract.
• CONTRACT NO. 79-2024 —KENDRICK VILLANUEVA
Each Probation Firefighter of the Fire Department acknowledges and agrees to obtain a
paramedic certification within •five years of hire. The Fire Department will
provide all necessary cost associated with the education required to receive this paramedic
certification. In the event the employee does obtain the certification and voluntarily leaves
employment with the City or Fire Department, the employee agrees to reimburse the City
pursuant to the reimbursement schedule as identified in the contract.

• CONTRACT NO. 80-2024 — MICHAEL STOLZFUS
Each Probation Firefighter of the Fire .Department acknowledges and agrees to obtain a
paramedic certification within five years of hire. The Fire Department will
provide all necessary cost associated with the education required to receive this paramedic
certification. In the event the employee does obtain the certification and voluntarily leaves
employment with the City or Fire Department, the employee agrees to reimburse the City
pursuant to the reimbursement schedule as identified in the contract.
• CONTRACT NO. 81-2024 —NICHOLAS CARRIZALES
Each Probation Firefighter of the Fire Department acknowledges and agrees to obtain a
paramedic certification within five years of hire. The Fire Department will
provide all necessary cost associated with the education required to receive this paramedic
certification. In the event the employee does obtain the certification and voluntarily leaves
employment with the City or Fire Department, the employee agrees to reimburse the City
pursuant to the reimbursement schedule as identified in the contract.
• CONTRACT NO. 82-2024 —SAMUEL WELLER
Each Probation Firefighter of the Fire Department acknowledges and agrees to obtain a
paramedic certification within five years of hire. The Fire Department will
provide all necessary cost associated with the education required to receive this paramedic
certification. In the event the employee does obtain the certification and voluntarily leaves
employment with the City or Fire Department, the employee agrees to reimburse the City
pursuant to the reimbursement schedule as identified in the contract.
Mr. Purvis moved to approve Contracts No. 72, 73, 74, 75, 76, 77, 78, 79, 80, 81, and 82-
2024, supported by Mr. Evans. Upon a vote viva voce, the motion carried.
CHANGE ORDERS
• CHANGE ORDER NO. 1 TO CONTRACT NO. 34-2024 —ALLEN PAINTING
This is to add the painting of the wood baseboard in the Mayor's office.
Not to exceed $250.00
Mr. Purvis moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion.
carried.
