GARCIA CITY TREASURER YOLANDA RODRIGUEZ - GONZALEZ NEW /OLD BUSINESS 22 REQUEST FOR SUPPORT OF THE "DAY OF SERVICE" CHAVEZ LANE CLEAN -UP EVENT IN CELEBRATION OF CESAR CHAVEZ DAY (COUNCIL REQUEST) Comments: Members of the Lynwood City Council wish to support a community group, public clean -up event of Chavez Lane and adjacent areas of Lynwood City Park in celebration and recognition of Cesar Chavez Day and the traditional community service projects that are organized to honor the holiday. The project is proposed to be held on March 31, 2015 from 9:00 a.m. to 12:00 p.m. In addition to the requested City staff and materials support, the event will feature community volunteers cleaning along Cesar Chavez Lane and various speakers and guests. (REC) Recommendation Staff recommends that the City Council review the proposed event and request for City support services, provide further direction and adopt the attached resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING SUPPORT SERVICES TO THE CHAVEZ LANE CLEAN -UP DAY PROJECT TO BE HELD ON MARCH 31, 2015 AND ALLOCATING FUNDING FROM THE REFUSE FUND IN THE AMOUNT NOT TO EXCEED $6,000." Mark Flores, Director of Recreation & Community Services SUBJECT: Request for Support of the "Day of Service" Chavez Lane Clean -up Event in Celebration of Cesar Chavez Day Recommendation: Staff recommends that the City Council review the proposed event and request for City support services, provide further direction and adopt the attached resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING SUPPORT SERVICES TO THE CHAVEZ LANE CLEAN -UP DAY PROJECT TO BE HELD ON MARCH 31, 2015 AND ALLOCATING FUNDING FROM THE REFUSE FUND IN THE AMOUNT NOT TO EXCEED $6,000." Background: Members of the Lynwood City Council wish to support a community group, public clean- up event of Chavez Lane and adjacent areas of Lynwood City Park in celebration and recognition of Cesar Chavez Day and the traditional community service projects that are organized to honor the holiday. The project is proposed to be held on March 31, 2015 from 9:00 a.m. to 12:00 p.m. In addition to the requested City staff and materials support, the event will feature community volunteers cleaning along Cesar Chavez Lane and various speakers and guests. Discussion & Analysis: It is the intent of the proposed clean -up project to honor Cesar Chavez Day by having community volunteers clean along Chavez Lane and refresh the Cesar Chavez memorial located in the adjacent area of Lynwood City Park. The event requires the following support from the City: AGENDA ITEM :12w J. Arnoldo Beltran, City Manager • Public Works staff to conduct mowing, edging, light landscaping and posting of "No Parking Signs" days prior to the event. • Public Works staff to power wash, conduct graffiti removal and light painting of the gazebos along Chavez Lane • Public Works staff to clean and repaint the existing Chavez Memorial • Public Works staff to provide event support staff on the event day. Activities include closure of Chavez Lane to vehicle traffic, provide cleaning support and trash removal. • All necessary cleaning materials (e.g. paint, tools, trash bags, gloves, etc.) • Podium • Portable sound system with microphone • Tables /Chairs • Event set -up, break -down and clean -up This proposed special event is not part of the pre- approved list of FY14/15 Special Events approved by the City Council at its meeting held on September 16, 2014. The estimated costs of these support services are as follows: Line Item Day Funding Request 1. Post No Parking Signs 26- Mar -15 29- Mar -15 - 2. Materials Total Estimated Event Support Cost $5,661 In accordance with the City of Lynwood Donation /Fee Waiver Policy, the support of this event would serve to support the important public purpose of providing critical information that will educate a significant amount of Lynwood residents while providing a civic and community oriented program benefitting Lynwood residents and businesses. Section 5 of the City's Donation /Fee Waiver Policy gives the City Council sole authority to, "...deny or reduce such requested donation or fee waiver in an amount it deems appropriate based upon its assessment of the level by which the proposed activity meets the criteria outlined in the Policy." Staff respectfully recommends that the City Council review the proposed event information, provide further direction and adopt the accompanying resolution. K Fiscal Impact: The total estimated value of requested staff support services is approximately $5,661.00. In both FY 14 and FY 15, the City received the $100,000 Annual Contribution to Community Programs from Waste Resources, Inc. Staff recommends that the estimated cost of support services be funded through the use of the remaining Refuse Fund balance. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING SUPPORT SERVICES TO THE CHAVEZ LANE CLEAN -UP DAY PROJECT TO BE HELD ON MARCH 31, 2015 AND ALLOCATING FUNDING FROM THE REFUSE FUND IN THE AMOUNT NOT TO EXCEED $6,000 WHEREAS, The City wishes to support a community clean -up project of Chavez Lane to be held on March 31, 2015; and WHEREAS, the purpose of the event is to honor and celebrate Cesar Chavez Day with a community clean -up project; and WHEREAS, the proposed event will take place on Tuesday, March 31, 2015 from 9:00 a.m. to 12:00 p.m. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS: Section 1. The City Council approves the requested street closure of Chavez Lane, requested City equipment, staff time support and materials estimated at $5,661.00. Section 2. The City Council further finds that the request achieves the important public purpose of educating Lynwood residents and the local community. Section 3.
