Regular Meeting
Minutes
March 10, 2015 7:00 P.M. Greencastle City Hall
Call to Order; Roll Call
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk -
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Tyler Wade, and Phyllis Rokicki
II. Public Petitions and Comments: None
III. Special Requests:
A. Street Closure- DePauw University Commencement — Motion was made
by Jinsie Bingham to allow the street closure for DePauw University
Commencement as presented, second by Mark Hammer, 5 -0, motion
carried.
B. Street Closure- Greencastle Civic League- Motion by Adam Cohen to
allow the street closure as presented as long as the Civic League provided
all the necessary liability paperwork to the City Attorney, second by Jinsie
Bingham, 5 -0, motion carried.
C. National Child Abuse Prevention- Motion by Mark Hammer to support the
County's Child Abuse Prevention "Blue Day" on Monday, April 6, 2015,
second by Tyler Wade, 5 -0, motion carried.
D. Street Closure- DePauw's Little 5 Bike Race- Motion by Adam Cohen to
approve the regular routes of the Little 5 Bike Race with the understanding
that the Little 5 Race committee would have to work with the Mayor on
using Calbert Way for time trials, second by Phyllis Rokicki, 5 -0, motion
carried.
V. Department Reports:

VI. Reports
a. Mayor's Report- Mayor. updated the council on the following items:
• Fagade grant application had been submitted to OCRA. The
downtown fagade project will happen before the Loft Apartment
project can begin.
• The Trail Project and South Street Project are moving forward as
planned.
• The City has received verbal approval that our additional liquor
licenses will be approved
• Fox 59 Your Town will be filming in Greencastle March 16, 2015 and
will air on Friday, March 20th.
b. Clerk- Treasurer's Report- All year -end reports have been filed through
Gateway and advertised in the Banner Graphic.
c. Councilors' Report-. Phyllis Rokicki reminded the Council that they needed
to send in $102.00 to the Putnam County Community Foundation for the
Common Council Michael Rokicki Scholarship. This scholarship is given to
a Greencastle High School senior. Adam Cohen wished DePauw
University Sports luck in their upcoming tournaments.
VII. Approval of Minutes
Regular Session - February 10, 2015
Special Session - February 17, 2015
Motion by Phyllis Rokicki to approve both February 10, 2015 and February
17, 2015 minutes as presented, second by Jinsie Bingham, 5 -0, motion
carried. Mark Hammer abstained from the February 17, 2015 minutes
because he did not attend.
VIII. Approval of City Claims
a. Motion by Mark Hammer to approve claims as presented, second by Adam
Cohen, 5 -0, motion carried.
IX. Old Business -None
X. New Business
A. Greencastle /Putnam County Development Center Request for
Funding 2015 - Motion was made by Adam Cohen to approve the
$45,000 request from the Greencastle /Putnam County Development
Center and to allow Mayor Murray to sign the contract, second by Phyllis
Rokicki, 5 -0, motion carried.
B. Redevelopment Annual Report- A motion was made by Jinsie to accept
the Redevelopment Annual Report as presented, second by Tyler Wade,
5 -0, motion carried.
XI. Adjournment:
Motion by Jinsie Bingham
5 -0, Motion carried.
