The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING
Carteret was called to order by Mayor Daniel J. Reiman at
appropriately 6:00 p.m. on Thursday, December 27, 2018, in the
Council Chambers, Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
Upon individual roll call, the following were noted present:
Councilmember Vincent Bellino
" Jorge Diaz
" Ajmar Johal
" Randy Krum
" Susan Naples
Noted Absent were Council President Dennis DiMascio, Kathleen M.
Barney, Municipal Clerk and Robert J. Bergen, Esq., Law Director.
Also noted present was Carmela Pogorzelski, Assistant Municipal
Clerk.
The meeting was opened with a moment of Silent Prayer and The
Pledge of Allegiance led by Councilmember Krum.
The Assistant Clerk stated that the 2018 Annual Meeting Notice was
mailed to The Home News Tribune, The Star Ledger and posted on the
bulletin board on December 28, 2017. Notice was published in The
Home News Tribune and The Star Ledger on January 5, 2018.
Upon MMS &C, by Councilmembers Krum and Diaz and unanimous
affirmative vote of the five (5) Councilmembers present, the minutes
of December 6, 2018 were approved as transcribed and engrossed by
the Clerk.
PRESENTATIONS:
a.) World War I Memorial Books presented to veterans organizations.
b.) Bowl for Hunger.
Mayor Reiman presented Past National Commander -in -Chief George
Lisicki and Post Commander Donald Black from VFW Post 2314 and
Post Commander Tom Coghan from American Legion Post 263 World
War I memorial books that were put together and published by the
Carteret Historical Committee. Mayor Reiman spoke about the
memorial book and said it was very interesting and that the book was

comprised of draft cards, photos and letters to family members, he said
we need to appreciate the tradition.
BOWL. FOR HUNGER Mayor Reiman said New Jersey State Assembly Speaker Craig
Coughlin hosts Bowl for Hunger each year and raises funds for the
thirty-one (3 1) food pantries in the 19 Legislative District which
includes Woodbridge, Sayreville, South Amboy, Perth Amboy and
Carteret.
NJ STATE ASSEMBLY Speaker Coughlin said this year $42,000.00 was raised and said that
SPEAKER CRAIG was the most money raised in the nine years he has been doing this.
COUGHLIN He said he was appreciative of the volunteers and supporters that help
make this happen. He said they do God's work; they take a little bit of
something and turn it into a lot. He said there were four food pantries
in Carteret, St. Joseph's Church, St. Vincent DePaul Society, Calvary
Baptist Church and Favor Ministries, the food pantry at Living Water
Church has closed. He presented $1,000.00 checks to representatives
from St. Joseph's Church and Calvary Baptist Church who were in
attendance. Speaker Coughlin said it was his pleasure to present the
$1,000.00 checks and wished everyone a happy new year.

PUBLIC NEARIN a) 2019 Annual SID I & II Budgets
2019 SID I & II
BUDGETS Upon MMS &C, by Councilmembers Diaz and Krum and unanimous
affirmative vote of the five (5) councilmembers present the Public
HEARING OPEN Hearing on the 2019 Annual SID I & II Budgets was open.
Mayor Reiman said the budgets were presented by the Special
Improvement Board of Directors and the Council previously approved
a Resolution accepting them.
NEARIN CLOSED There being no comments or objections Mayor Reiman declared the
Public Hearing on the 2019 Annual SID I & II Budgets to be closed,
upon MMS &C, by Councilmembers Diaz and Krum and unanimous
affirmative vote of the five (5) councilmembers present.

The Assistant Clerk stated that Ordinance #18 -18 was introduced and
adopted on First Reading on December 6, 2018. It was duly published
in the Home News Tribune on December 11, 2018, with notice that it
will be considered for final passage after Public Hearing to be held on
December 27, 2018 at approximately 6:00 p.m. The Ordinance was
posted on the bulletin board and copies were made available to the
general public and according to law, she read the Ordinance by title.
Upon MMS &C, by Councilmembers Diaz and Naples and unanimous
affirmative vote of the five (5) councilmembers present, Mayor
Reiman declared the Public Hearing to be open.

Reiman declared the Public Hearing to be closed, upon MMS &C, by
Councilmembers Diaz and Bellino and unanimous affirmative vote of
the five (5) councilmembers present.
Mayor Reimann said this is a piece of abandoned property which was
shut down on Cooke Avenue.

Mayor Reiman said this is redevelopment of the West Carteret
Roosevelt Retail District, construction of a new Marriott Courtyard
Hotel which was previously approved by the Planning Board and the
Borough Council.
