HomeMy Public PortalAbout11-19-18cNOVEMBER 19, 2018 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at 6:00 p.m., Thursday, November 19, 2018, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino It Ajmar Johal It Randy Krum It Susan Naples Also noted present were Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent were Councilmember Jorge Diaz and Councilmember Dennis DiMascio The Municipal Clerk stated that the 2018 Annual Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on December 28, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 5, 2018. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Councilmember Krum. Upon MMS &C by Councilmembers Krum and Bellino and unanimous affirmative vote of the four Councilmembers present, the Minutes of November 8, 2018 were approved as transcribed and engrossed by the Clerk. COUNCIL MEETING ROLL CALL NOTED PRESENT NOTED ABSENT STATEMENT OF MEETING NOTICE SILENT PRAYER / PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES 1 NOVEMBER 19, 2018 CONT. PUBLIC PORTION ON A copy of each Resolution was placed on the table for public review RESOLUTIONS / AGENDA prior to the meeting in accordance with the Rules of Council and ITEMS AND NEW Upon MMS &C, by Councilmembers Bellino and Naples and BUSINESS unanimous affirmative vote of the four Councilmembers present, the meeting was opened for public input on all Resolutions / Agenda items and new Business. ANTHONY GALLO — Anthony Gallo stated he had no comments. 94 DANIEL STREET, CARTERET, NJ 07008 PUBLIC PORTION CLOSED There being no further comments or objections to the Resolutions / Agenda items or New Business, Upon MMS &C by Councilmembers Krum and Bellino and unanimous affirmative vote of the four Councilmembers present, the public portion of the meeting was NOTED PRESENT closed. Councilmember Diaz was noted present and 6:02 p.m. RESOLUTIONS RESOLUTIONS: Mayor Reiman read the Resolutions into the record: 1. Authorizing 2019 Recycling Agreement with Waste Management Recycling of New Jersey, LLC. 2. Authorizing Mayor and /or Director of Engineering to execute a TWA Permit with Regard to NJDEP for Various Projects within the Bporough. 3. Directing the Issuance of Various Raffle Licenses. 4. Refund of Tax and /or Sewer Fee Overpayments. 5. Approving the Carteret Business Partnership, Inc. 2019 Annual SID I Budget. 6. Approving the Carteret Business Partnership, Inc. 2019 Annual CONSENT AGENDA SID II Budget. Mayor Reiman asked for a motion on the Consent Agenda Resolutions #18 -226 through #18 -231 were introduced by Mayor Reiman and referred to the Council for action: Upon MMS &C by Councilmembers Bellino and Krum 2 NOVEMBER 19, 2018 CONT. RESOLUTION #18 -226 "AUTHORIZING 2019 RECYCLING AGREEMENT WITH WASTE MANAGEMENT RECYCLING OF NEW JERSEY, LLC" RESOLUTION #18 -227 "AUTHORIZING MAYOR AND /OR DIRECTOR OF ENGINEERING TO EXECUTE A TWA PERMIT WITH REGARD TO NJDEP FOR VARIOUS PROJECTS WITHIN THE BOROUGH" RESOLUTION #18 -228 "DIRECTING THE ISSUANCE OF VARIOUS RAFFLE LICENSES" RESOLUTION #18 -229 "REFUND OF TAX AND /OR SEWER FEE OVERPAYMENTS" RESOLUTION #18 -230 "APPROVING THE CARTERET BUSINESS PARTNERSHIP, INC. 2019 ANNUAL SID I BUDGET" RESOLUTION #18 -231 "APPROVING THE CARTERET BUSINESS PARTNERSHIP, INC. 2019 ANNUAL SID II BUDGET" were Adopted. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, Johal, Krum and Naples voted in the Affirmative. Upon MMS &C by Councilmembers Diaz and Bellino all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. REPORTS COMMITTEES: BUILDING & GROUNDS — Committee Chairman Johal reported progress. FINANCE & ADMINISTRATION — Committee Chairman Diaz reported progress and wishing everyone a Happy Thanksgiving. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum reported progress and said Congratulations to Councilmembers Johal and DiMascio and Mayor Reiman for their re- election on November 6, 2018. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman Bellino reported they are preparing for winter and continued progress. MAYOR REIMAN Mayor Reiman stated the Christmas tree is going up and the holiday festival is December 7, 2018. POLICE — Committee Chairwoman Naples also congratulated the Councilmembers and Mayor on their re- election. All officers recently graduated from the academy are on the road serving and protecting and doing a great job. PUBLIC WORKS — on behalf of Committee Chairman DiMascio, Mayor Reiman reported that the Streets and Roads Department is picking up the speed bumps and it should take about 6 weeks to complete. COUNCILMEMBER DIAZ Councilmember Diaz asked if there was any damage to the plows and speed bumps from the last storm MAYOR REIMAN Mayor Reiman stated no damage reported at this time. BOARD OF EDUCATION — Committee Chairwoman Naples reported the Pre - School program is running smoothly in the Holy Family site that was purchased. She plans to visit after the holiday. She was invited to attend a Department of Education presentation highlighting college and careers on December 7, 2018 and she plans to report on it. 4 NOVEMBER 19, 2018 CONT. Mayor Reiman stated he met with the Superintendent, Architect and MAYOR REIMAN Board President regarding the Rite -Aid site, a year ago they purposed looking into the land and possibly converting it into a public school.
