MINUTES
MARCH 17,1994
L ROLL CALL AND CALL TO ORDER
Chair Ware called the meeting to order at 7:15pm. Task Force members Hawes, Bixby,
Knowles, Elliot, and Bowker answered the roll call. Chair declared a quorum present. Also attend was
Director Baker.

Committee all agreed March 10, 1994 meeting minutes can stand as written.
III. OLD BUSINESS
1. Golf Fees
Committee all felt Golf lessons should not be free. Committee felt fees should be the
same as Tennis Lessons at $15.00. Committee would like to see the Parks and Recreation Advisory
Committee make a recommendation to the Golf Committee to charge $15.00 for Golf Lessons and to have
the revenues added to the Recreation Department's budget.
2. Non-resident user fees.
Chair informed committee that the Parks and Recreation Advisory Committee Chair
feels that a discount card program could be implemented any time. Committee discussed how often the
card should be reviewed, cost of cards, should cards be issued to each child or to the entire family, where
and when cards should be available, business owners in city limits eligibility to have a card, flat fee vs.
percentage, and whether or not the revenues should be put into the Recreation Program's Budget or into a
special facilities fund.
After discussion, committee recommend the Parks and Recreation Advisory Committee
recommend council approve a discount card program for the Recreation Program in the following format;
1. Cards should be available each year starting January 1, 1995 and expire on December 31 every year.
2. Cards can be purchased for $2.00 at McCall City Hall front desk or at any program sign-up night
3. Cards can be purchased at any time during the year.
4. A flat fee of $5.00 should be added to each program for non-resident users.
5. Cards should change colors each year.
6. One card is issued to each family not to each individual.
7. Card is available to families living inside or owning a business inside the McCall city limits.
8. New Revenues generated should be earmarked for facility development.
NOTE: Committee felt that the community should be informed that non-resident user fees would be
charged starting in 1995. Committee felt that news paper articles should state non-resident user fees will
be implemented in 1995 and all sign=up forms that go out over the rest of 1994 should also have a
statement on them.
NOTE: Committee would like to see a write up in the news paper laying out what has been happening
with the Recreation Task Force.
IV. NEW BUSINESS
1. Local adult softball league.
Committee discussed the last two seasons growth of local adult softball teams and felt
that the Recreation Department should raise fees to at least $100.00 to participate in the local league. In
addition, Committee felt that out of city user fees should not be collected for this program.
2. Red Cross First Aid,
Director informed committee that the Recreation Program charges $20.00 per person per
course and $18.00 of the $20.00 goes to the Red Cross Program. Committee discussed the costs and
amount of time spent preparing to teach and teaching the course, and the availability of citizens to receive
training at other locations in McCall. Committee recommends that the Recreation Program stops
teaching Red Cross First Aid courses.
3. Fall Soccer
Director informed committee that he had attended a meeting with the school district and
Optimist Club, and concerned citizens to discuss elementary sports. At the sports meeting it was
discovered that every sport was covered from a young age through high school except football. Director
informed committee that since that meeting, he has given some thought to having a Girl's Fall Soccer
Program and a Boy's Fall Football program replacing the current Fa11 Soccer program. Committee all felt
that the Fall Soccer program should remain the same and that the Outdoor Basketball program should be
replaced with a Football Program. In addition committee all agreed that it should be a flag program
rather than tackle or touch for 3rd through 6th grade youngsters. Director agreed and will implement a
Fall Flag Football program in place of the Outdoor Basketball. Elliot informed committee that New
Meadows and Cascade have a Fall Flag Football program and games may be coordinated with those
towns. Director agreed to contact New Meadows and Cascade elementary schools and find out more
information on those programs and see if games could be scheduled.
Knowles informed director that Judy Kirkland may be able to make flag sets better and cheaper
than what could be purchased through sporting goods stores. Director agreed to try and have flag sets
made locally.
4. Recreation Camp
Committee all liked the Recreation Camp type program and Elliot volunteered to help
create a schedule of activities for the program. Director agreed to meet with Elliot and Gene Cordtz who
has also asked to be involved with the program.
S. Adult Softball Tournaments.
Committee all agreed that it was a good idea to stop having weekend softball
turnametits in June. Committee felt that the youth baseball/softball program needs the fields for practice
time on the weekends.
V. NEXT MEETING
Next regular task force meeting set for Thursday, March 24, 7:00pm in City Hall Conference
Room.
