Th s ordinance promotes, preserves an enhances the water bodies within th_ city by protecting them from adverse eff cts caused by non -storm water dis- chrge that is caused by the disposal an dumping of substances and materi- als and illicit connections to the city's storm sewer system. This ordinance re.ulates connections and discharges to he city's storm sewer system along wit the dumping and disposal of sub- sta ces and materials that may enter the system. The ordinance sets forth dis harge prevention requirements for all I roperties. The ordinance contains a no ification requirement which requires no ification to the city of all known or su pected releases of materials or pol- lutnts which may result in illegal dis- chrges to the storm sewer system. The or.inance sets forth inspection, sam- pli g, dye testing and examination re- qui ements for buildings related to storm wa er discharge. The ordinance also pe mits the city to suspend a property ow er's access to the storm sewer sys- te , along with the option to take other en'•rcement actions as are necessary.
