A special meeting of Council was held to -day at 4 :00 p ;m., and was attended by the Mayor,who presided, and Councilmen Cann, Waithour, Espy and Farr, and Town Attorney McIntyre. An Ordinance to adopt the budget for tie fiscal year commencing May lst,1930,es prepared and submitted by the Finance Committee, was read, then re- read and on motion of Mr. Espy that it be adopted,seconded by Mr. Cann, passed unanamously; Ordinance. AN ORDINANCE to be : entitled an_Ordinance to adopt the Budget for the fiscal year commencing May 1st,1930, as prepared and submitted byLthe Finance Committee of the Mayor and Councilmen of Savannah Beach,Tybee Island,Ga., and for other purposes. The Assessment Committee also resommends that the assessments on the property of Mr. E.B.Izlar be reduced twenty -five per -cent and that the assessments on the property of the Tybrisa C' pany, (Eastern portion of lots 95 -96 ward 4 ) Tybrisa Pavilion, be in- creased 10,000.00 on the improvements and decreased 10,000.00 on improvements on the Breakers property ( lots 91 -92 -93 ward 4 ), also that the assessment on the proerty of Hotel Tybee be reduced 25,000.00 ( Councilman Cann ) did not participate in the dis- cussion of the reduction of the Hotel Tybee assessment). Mr. Espy made a motion thSt the recommendations of the Assessment Committee be adopted, this was seconded by Mr. Farr,and t_e motion passed unanamously. Mr. A.F.Solms petitioned that he be allowed to operate two soft drink stands for the one liscense,but the opinion of Council was that it should not be done. Mr. Logan called to the attention of Council various sums of monies paid to W.C.Goodman by the Town,the Clerk of Council showed where Mr. Goodman is paid each month sums for the transporting of con - victs, and also amounts paid to the drivers of the garbage wagons, which should be investigated, Mr. Walthour suggested a committee be appointed to investigate the matter and report back to Council, so the Mayor appointed himself and Mr. Logan to look into the matter. The following Tau Ordinance was placed upon first reading and upon agreement of Council was placed on second reading and on motion of Mr. Cann that it be adppted,seconded by Mr. Walthour,the motion passed unanamously; ORDINANCE. TO PROVIDE for the taxation of real and personal property in the Town of Savannah Beach,Tybee Isalnd,Ga., for the fiscal year commencing May lst,1930, and to provide for the rate of liscneses fore :doing usiness in said Town of Savannah Beach, Tybee Island,Ga., for the fiscal year ending April 30th,1931, and for other purposes. SECTION 1 Be it Ordained by the Mayor and. Councilmen of the Town of Savannah Beach,Tybee Island,Ga.,ir Council assembled and is hereby ordained by the authority of the same that the mate of taxation upon real estate and personal property within the limits of the said Town of Savannah Beach, Tybee island,Ga., for the fiscal year commencing May 1st, 1930, shal, be ONE AND ONE-QUARTER PER CENT upon the assessed or returned value of same, the value of real estate and inprovements to be ascertained from the returns of the Committee on Assessments of said Mayor and Councilmen and the ualuatiogof personal property 136 to be ascertained from the returns of theowners theref in pursuance of the scheme and plan contained in Section One,Two and Three and Four of the Ordinance entitled an Ordinance to provide for the assessment of taxable property in the Town of Savannah Beach,Tybee Island,Gal, and the mode and manner of valuing such property for taxation and to carry into effect the provisions of the Act of the General Assemblyof the State of Georgia approved August 19th,1922, Section 21,passed in Council assembled October 13th 1922,and it is further ordained that if any person or persons should refuse or neglect tp pay any tax required by this Ordinance within THIRY DAYS after same shall be come due, or shall fail or refuse to pay any DOUBLE TAX assessed as above provided within THIRTY DAYS after same shall become due, the Clerk of Cbouncil ans Ex- officio Treasurer of said Town shall issue execution thereedr and the further sum of ONE DOLLAR for costs the Chief of Police and :x- officioTax Collector shall proceed with such execution in the same manner as now provided by law in such cases of executions lodged withbthe Sheriff of Chatham County. SECTION 2 Be it further ordained that any property, includire new improvements upon completion and or installation, will become taxable after May 1st, 1930, and shall be subject to taxation from the first day of the month immediately succeeding the time when the same becomes taxable and the owner or owners shall pay such proportion of the tax required by this Ordinance as the time left for the taxable year shal bear to the whole. SECTION 3 And every person who shall }ay his taxes within FIFTEEN DAYS after same shall become due shall be entitled to a deduction of FIFTEEN PAR -CENT on account,thereof, and the Clerk of Council and Ex- officio Treasurer of. aid Townie hereby authorized to make such deduction upon receipt of tax, the provision of this section shall not a ply to LISCENSES fordoing business in said Town, the rate for suc4 liscenses being Net. SECTION 6 This ordinance shall be subject to alter- ations or repeal in whole or inpart at any time during the year beginning May lst,1930, should it be deemed advisable and no such amendment of repeal shall be construed to impair the right of Council to assess or levy tax for the whole of such year whenever made. SECTION a A11 ordinances or parts of ordinances con- flicting with the provisions of this ordinance are hereby repealed, providing neverthe less that so much and such parts of ordinances passed as provided for the executi3n for anytax assessment, or part of tax assessment, required by such ordinances and now re- maining unpaid, shall continue and remain in force so as to autho- rize the Clerk of Council and Ex-officio Treasurer to issue execu- tions and te Chief of Police and Ex-officio Tax Collector to collect same, until taxes or ass.sements shall be fully paid. A special meeting was held to-day at 4:00 p.m. and wasattended by the Mayor,who presided, and Councilmen Farr, Logan and Horovitz. The Mayor asked for authority to purchase a tank car of oil that has been offered the Town bybthe tate Highway Department at 12% per gallon,F.0.BTybee,Ga., they to furnish the equip- ment and labor for surfacing the streets layed by the Town, Mr. Horovitz made a motion that it be purchased which was seconded by Mr.Farr and the motion passed. A committee consisting bf Messrs.Logan and Horovitz as appointed 0 to look into the matter of installing an Amplifying System on the Boardwalk. 137
