HomeMy Public PortalAboutP&RAC Minutes 1994 03/24" ��. s s PARKS AND RECREATION TASK FORCE ON SUMMER RECREATION MINUTES MARCH 24,1994 L ROLL CALL AND CALL TO ORDER Chair Ware called the meeting to order at 7:15pm. Task Force members Primmer, Neal, Thackery, ICnowles, and Elliot answered the roll call. Chair declared a quorum present. Also attending was Director Baker. H. MEETING MINUTES - MARCH 17,1994 Task Force members all agreed the minutes can stand as written. III. OLD BUSINESS. 1. Golf fees. Director informed committee that the golf course is a separate entity from the city and that the golf lessons are a marketing tool to get people hooked on golfing. Task Force felt that the Recreation Program does the advertising and gets the kids to the program. Preparing, printing, and distributing the flyer does cost money, therefore, the Recreation Program should be receiving user fees from the golf lessons. 2. A.C.E.P. Jim Neal informed committee that a full American Coaching Effectiveness Program course will be offered in Cascade the fourth weekend in April and costs approximately $60.00, which covers books and materials. The course would run from 5-9pm Friday evening and 8-5pm on Saturday. Neal informed the Task Force, that Jean Navatney of Cascade High School is the person putting the course together. IV. NEW BUSINESS 1. River Front Park Conceptual Plan. Chare Ware explained the background of the plan and explained that the Parks and Recreation Advisory Committee would like comments from the Task Force. After discussion, Task Force made the following recommendations to the Parks and Recreation Advisory Committee. * More Volleyball Courts - minimum of two(2). * More Horseshoe Pits - minimum of ten(10) and must be near parking due to seniors using them. *Pave the big parking lot so it can be used for rollerblading. * Committee didn't like the access road running through the park due to having picnic areas on the West side of the road encouraging people to cross regularly and it may be long enough to encourage "cruising" by teens. Committee felt one of the following two approaches could be used. 1. Move the picnic area. 2. Remove the road's North to South portion, and run the road straight West till it hits the river and build some sort of boat launch and parking area. * More bathrooms near the ball fields and multi -use field. * Lots of drinking fountains. * More Tennis courts. * Storage shed for mowers, tractors(pulling drags) and maintenance. equipment. * Storage shed for sports equipment and chalk machines near ball fields and multi use fields. * City operated concession stands. * Designated skateboard area. * Make sure the multi -use field is larger than a regulation soccer field so it can be used for Rugby and Ultimate frisbee. * Could possibly have inflatable domes to cover tennis courts to provide winter use. * Questioned who owns the bridge and will city have to provide vehicular access for them. * Felt the Triathlon may be run from this site. In addition to the above suggestions, the Task Force questioned the need for concrete slides, felt there may be more parking space than needed, and felt that a community center with a gym, tennis courts, racquetball courts, swimming pool and running track could be place at the multi -use field site, at a later date, if more fields were developed throughout the community(you did ask us to dream). Finally, Task Force felt that a lot of this park could be built with community effort, which leads to the next, new business topic. 2. Volunteers Elliot felt that lots of River Front Park could be built with a volunteer effort. Ware asked the Task Force who should administer this? Should we hire someone? And how do we pay for these things? Elliot informed committee that when she lived in Steamboat, the city hired a professional facilitator who did amazing things and built two large playground parks with volunteer effort. Elliot felt the same thing could be done in McCall, we need to find the people in the community that are willing to donate the time. Primmer felt this park needs a master plan that can be publicized and shown to the community to pump them up. Knowles asked who will maintain this park after we do all this fund raising and volunteering. Will the city commit to maintaining the park? Neal felt the park itself may be able to raise enough money through concerts, concession sales, and reservations fees to pay for maintenance. Ware felt that the park will be used by lots more than city residents and that a Recreation District may be the way to fund the park. Ware asked the Task Force how many people they felt would be needed to maintain the park? Task Force felt that it would take a minimum of two(2) full time people in the surnmer and one(1) full time employee year round. Members felt there could possibly be a Special Events Coordinator that puts on , concerts, fairs, arts programs, and softball tournaments to make money in the park. In addition, members felt that the concession stand should more resemble a restaurant and be open year round. Members felt that asking the Recreation Subcommittee to do the volunteer coordinating is to much for something like riverfront park, there is a need for someone who knows what they are doing, a paid volunteer coordinator is needed. Elliot felt the subcommittee could possible screen volunteer resumes and references and then decide if we need to hire a volunteer coordinator. Members felt that the since the city cannot take care of what is has now, how will it take care of another park Knowles felt the problem the Task Force sees possibly happening, already exists. Members felt that the Recreation Director is already overly busy dealing with youth sports and volunteer coaches, and that a Facilities Director, who does volunteer coordination, special events development, grant work, and park reservations is needed. After discussion of the various roles played by the Recreation Director members recommended the Parks and Recreation Advisory Committee Recommend council direct the following; 1. Have the Law Enforcement Department take over and be in charge of placing all city buoys in Payette Lake. 2. Include Fairway Park in the R.F.P. for park maintenance. Members felt that a group of volunteer such as the P.T.A., or the Friends of the Library should be developed for the Recreation Department. Members felt that the Recreation Subcommittee could form and coordinate the volunteer group through quarterly newsletters and the group of volunteers could be called "The Recreation Club". V.
