A) CALL TO ORDER, ROLL CALL, PLEDGE B) PRESIDENTIAL COMMENTS C) TRUSTEES COMMENTS D) PUBLIC COMMENTS on items not on the Agenda (3-5 minutes per topic) E) BUSINESS MEETING 1) APPROVAL OF AGENDA 2) CONSENT AGENDA a) Minutes of the Board Meeting and Executive Session held on June 18, 2007, and minutes of the Special Meeting held on June 27, 2007. b) Bills Paid and Bills Payable for July 2, 2007. c) Letter of Credit Reduction for Heritage Meadows Village Center. d) Approval of Change Order #1 and the Final Pay Request for Len Cox & Sons Excavating in the amount of $129,322.22 for the completion of the Hazelcrest Drive Watermain Project. e) Approval of an agreement with the Wheeler Trust to allow for the purchase of approximately 0.80 acres (parcel 003) at a cost of $67,490.00 to allow for the future construction of Drauden Road. f) Ordinance No. , granting approval of a variance to permit a fence to be placed in the corner side yard for the property known as 14502 Capital Drive (Lot 448 of Liberty Grove, Unit 6). g) Ordinance No. , approving a variance to allow a fence in the corner side yard at 25441 W. Gateway Circle. h) Ordinance No. , approving a variance with four (4) stipulations for Panera Bread Company located at the northwest corner of Route 59 and 127th Street. i) Ordinance No. , an Agreement Authorizing Reimbursement for the Construction of Improvements Beneficial to the Public for public watermain improvements located in Heggs Road generally north of 127th Street. j) Ordinance No. , an Agreement Authorizing Reimbursement for the Construction of Improvements Beneficial to the Public for sanitary sewer oversizing serving property located north of 127th Street, east and west of Heggs Road. 3) GREATER JOLIET AREA YMCA Seeking a motion to approve an amended site plan for the C.W. Avery YMCA located on Wallin Drive, subject to the stipulation noted in the staff report. Village Board Agenda July 2, 2007 Page 2 of 3 4) LIFESPRING COMMUNITY CHURCH CONCEPT PLAN (PC Case #1319-050907.CP) Seeking input and direction from the Village Board regarding a proposed concept plan, including direction regarding opportunities for shared detention and fill material serving a combination of the subject site, Village-owned property to the north, and property owned by the Plainfield Historical Society to the south. 5) SHOPS AT THE POLO CLUB a) Seeking a motion to open a Pubic Hearing for the Shops at the Polo Club. b) Seeking a motion to close the Public Hearing and return to the regular business meeting. c) Seeking a motion to direct the Village Attorney to draft the necessary ordinances to:  Authorize execution of an Annexation Agreement for the property located at the northeastern corner of Route 59 and 119th Street.  Annex the subject property.  Approve a Special Use for a Planned Redevelopment subject to the six stipulations listed in the staff report.  Rezone the property to B-3 (Business Highway District). d) Seeking a motion to approve the Preliminary Plat with two (2) stipulations for the subject property located at the northeastern corner of Route 59 and 119th Street. 6) LA ADELITA RESTAURANT (PC Case #1333-061307.SPR) a) Seeking a motion to approve an amendment to the original Site Plan Review for La Adelita Restaurant. b) Seeking a motion to adopt Ordinance No. increasing the Class “F” Liquor Licenses to thirteen (13) for La Adelita Restaurant. 7) LEGACY AT GRANDE PARK – NEIGHBORHOOD 10 (PC Case #1300-020707.SU/PP/FP) a) Seeking a motion to adopt Ordinance No. , granting approval of a special use for a planned development for the project known as Legacy at Grande Park located on a 24-acre parcel generally located at the southwest corner of Ridge Road and 127th Street, subject to the stipulations noted in the staff report. b) Seeking a motion to approve the preliminary plat of subdivision for Grande Park – Neighborhood 10, subject to the stipulations noted in the staff report. c) c) Seeking a motion to approve the final plat of subdivision for Grande Park – Neighborhood 10, subject to the stipulations noted in the staff report. d) Seeking a motion to approve the site plan review for the proposed apartment and clubhouse development on Lots 7 and 8 of the Grande Park – Neighborhood 10 Subdivision, subject to the stipulations noted in the staff report. 8) STATE FARM INSURANCE/24048 W. FAÇADE GRANT APPLICATION (HPC Case #1310-040207) Seeking a motion to authorize the Village President to execute a Façade Improvement Agreement not to exceed $ for the property located at 24048 W. Lockport Street (formally 525 W. Lockport Street), subject to the stipulation noted in the staff report. 9) TEXT AMENDMENT TO ARTICLE II OF THE ZONING ORDINANCE (PC Case #1323-052907.TA) Seeking a motion to direct the Village Attorney to draft an ordinance approving the proposed text amendment to Article II of the Zoning Ordinance to allow auction houses as a special use in districts zoned B-3 as highlighted in the staff report.
