A) CALL TO ORDER, ROLL CALL, PLEDGE B) PRESIDENTIAL COMMENTS C) TRUSTEES COMMENTS D) PUBLIC COMMENTS on items not on the Agenda (3-5 minutes per topic) E) BUSINESS MEETING 1) APPROVAL OF AGENDA 2) CONSENT AGENDA a) Minutes of the Board Meeting held on July 16, 2007 b) Bills Paid and Bills Payable for August 6, 2007. c) Letter of Credit Reduction for The Enclave, Unit 1 and Unit 2; Walkers Grove, Unit 11; Springbank Aquatic Center; and River Point Subdivision. d) Ordinance No. , approving a text amendment to Article XI – Sign Code, of the Village of Plainfield. 3) BINNY’S BEVERAGE DEPOT (ZBA Case #1334-061507.V) Seeking a motion to accept the Zoning Board of Appeals’ findings of fact and adopt Ordinance No. _____, authorizing a variance from the Zoning Ordinance to reduce the off-street parking requirement from 98 to 47 parking spaces for the property located on the east side of Illinois Route 59, south of W. Andrew Road, commonly known as 12307 Illinois Route 59, subject to the 5 stipulations in the staff report. 4) PLAINFIELD SMALL BUSINESS PARK BUILDING 3 (PC CASE #1343.SPR) Seeking a motion to approve the site plan review for Building 3 of the Plainfield Small Business Park, located at 13717 U.S. Route 30, subject to the stipulations noted in the staff report. 5) ANNEXATION OF THE NWC OF 143RD AND ROUTE 59 Seeking to approve ordinance No. _____ annexing approximately 42 acres located at the northwest corner of 143rd Street and Route 59. 6) ALL AMERICAN AUCTION SPECIAL USE REQUEST (PC Case #1320-050707.SU Seeking a motion to direct the Village Attorney to draft an ordinance approving a special use for an Auction House at 15940 S. Lincoln Highway subject to the stipulations highlighted in the staff report. 7) SPRING KNOLL RESUBDIVISION (PC Case #1312-041307.PP.SU) Seeking a motion to adopt Ordinance No. , Approving a Special Use for a Planned Development for Spring Knoll Resubdivision, including a Statement of Intent and Agreement, located at the northeast corner of Spring Hill Lane and Eastern Avenue. 8) VILLAS AT FOX RUN (PC Case #1268-090106.FP & 1329-060607.SU) Village Board Agenda August 6, 2007 Page 2 of 3 a) Seeking a motion to adopt Ordinance No. , Granting approval of a major change to the planned unit development for the Villas at Fox Run to modify provision for IDOT coordination, future right-of-way platting, requirements for the residential developer to complete off-site road improvement, and temporary signage and sales trailer rights. b) Seeking a motion to approve the final plat of subdivision for the Villas at Fox Run, subject to the stipulations noted in the staff report. 9) HERON POINT OF PLAINFIELD (PC CASE #’S 1177.SU/FP, 1321.CP, AND 1322.SU) a) Seeking a motion to adopt the findings of fact of the Plan Commission as the findings of fact of the Village Board, and to deny the request for a major change to the Planned Unit Development for Heron Point of Plainfield, located at the southeast corner of U.S. Route 30 and Renwick Road, on the basis that the major change is not consistent with the Comprehensive Plan and would violate certain aspects of Village codes and ordinances. b) Seeking specific direction from the Village Board regarding the Concept Plan for a Gas City gas station and car wash proposed to be located at the corner of U.S. Route 30 and Renwick road in the Heron Point development. c) Consider a motion to authorize the Village President to execute an Economic Incentive Agreement for the commercial development known as Heron Point of Plainfield, located at the southeast corner of U.S. Route 30 and Renwick Road. 10) SUBDIVISION CODE AMENDMENTS Seeking a motion to a direct the Village Attorney to draft an ordinance amending section 7-142 and 7-256 of the Village’s Subdivision Code. 11) TEXT AMENDMENT TO SECTION 3: FUTURE LAND USE OF THE COMPREHENSIVE PLAN (PC Case #1331-061207.TA) Seeking a motion to direct the Village Attorney to draft an ordinance approving the proposed text amendment to Section 3-Future Land Use, of the Comprehensive Plan to create a medical district as a new future land use as highlighted in the staff report. F) ADMINISTRATOR'S REPORT  Seeking a motion to ratify the Village Clerk’s appointment of Carol Corbett as the Deputy Clerk to act in the absence of the Village Clerk.  Seeking a motion to approve Resolution No. _____, supporting the Edward Plainfield Hospital application and project.  Seeking a motion to approve Resolution No. _____, supporting the Edward Plainfield Cancer Center application and project. G) MANAGEMENT SERVICES REPORT H) ENGINEER’S REPORT I) COMMUNITY DEVELOPMENT REPORT  Seeking an interpretation of the Sign Code to determine what constitutes sensitivity to historic commercial development in the Central Sign District; and seeking direction on the requested sign permit for Moe Joe's to determine if the proposed signage is consistent with this interpretation.
