A) CALL TO ORDER B) ROLL CALL, PLEDGE  Invocation by Pastor Andrew O'Neal, First Baptist Church C) PRESIDENTIAL COMMENTS  Arbor Day Proclamation D) TRUSTEE'S COMMENTS E) PUBLIC COMMENTS on Items not on the Agenda F) BUSINESS MEETING 1) APPROVAL OF AGENDA 2) CONSENT AGENDA a) Minutes of the Board Meeting March 21st. b) Bills Paid Report and Bills Payable Report for April 4th. c) Letter of credit reductions for:  Patriot Square Subdivision  Kensington Club Units 1, 2, and 3. d) Resolution No. ____ to establish a benefit area for the Lake Michigan/127th Street 20" watermain improvement. e) Approval of the purchase of property identified as parcel #0005 and #0007 from Red Fox Farms in the total amount of $106,000 to contain the future new Drauden Roadway extension and public improvements. f) Resolution No. ____ to conduct a public hearing for a Special Service Area No. 31 for Crystal Lake Estates located generally east of Illinois Route 59, south of Feeney Drive and north of the Commonwealth Edison right-of-way. 3) POLICE FACILITY BIDS Proposed Build-Out of Unfinished Space 4) 2005-2006 FISCAL YEAR BUDGET Seeking a motion to adopt Ordinance No. ______ approving the 2005-2006 Fiscal Year budget. 5) CHATHAM SQUARE a) Seeking a motion to adopt Ordinance No. ____authorizing the execution of an Annexation Agreement for 145 acres located on 127th Street west of Heggs Road. b) Seeking a motion to adopt Ordinance No. ____ annexing the property. 6) PLAINFIELD SOUTH WISEMAN HUGHES Seeking a motion to adopt Ordinance No. ____authorizing the execution of an Annexation Agreement for the property 7) 719 CENTER STREET Seeking a variance to allow a three-unit dwelling in the R-1 Low Density Single Family Zoning District in the overlay district. 8) WALGREENS a) Seeking a motion to direct the Village Attorney to draft an ordinance rezoning the property from R-1 (Low Density Single-Family Residence District) and B-1 (Neighborhood Convenience Center District) to B-3 (Community Shopping Center District) for 1.46 acres located at the southwest corner of Route 126 and Route 59. b) Seeking a motion to direct the Village Attorney to to draft an ordinance for a special use for a Planned Unit Development with stipulations. c) Seeking a motion to approve a site plan for a Walgreen's with stipulations. 9) STARBUCKS Seeking a motion to direct the Village Attorney to prepare an Ordinance for a variance to allow for the installation of signage that exceeds the maximum allowable area on the Starbucks Coffee Shop to be located in a unit on Lot 5 of the Plainfield/Wal-Mart First Resubdivision at the northwest corner of 127th Street and Route 59. 10) TUFFY'S AUTO SERVICE CENTER Seeking a motion to direct the Village Attorney to prepare an Ordinance for a variance to allow additional wall signage on the west elevation of the building for Tuffy's Auto Service Center at 23846 W. 135th Street. G) ADMINISTRATOR’S REPORT  Consider a motion approving MainStreet's request for $15,000.00 for current fiscal year. H) MANAGEMENT SERVICES REPORT I) COMMUNITY DEVELOPMENT REPORT J) ENGINEER’S REPORT K) PUBLIC WORKS REPORT  Seeking a motion to authorize the Village President to execute a contract with Construction by Camco, the contractor providing the lowest bid, to complete the Illinois Street Infrastructure Improvements at a cost of $163,922.81.  Seeking a motion to authorize the Village President to execute a contract with Len Cox and Sons, the contractor providing the lowest bid, to complete the 248th Avenue and 119th Street Storm Sewer Improvements at a cost of $22,517.  Seeking a motion to authorize the Village President to execute a contract with Hutchison Engineering, Inc. for required professional services to facilitate the design of Van Dyke Road, 119th Street to Shagbark Drive.  Seeking a motion to waive the bidding and authorize the Village President to execute a contract with Fox Excavating, the contractor providing the lowest proposal, to complete the required storm sewer repairs within the Ponds Subdivision at a cost of $31,992.10. L) POLICE CHIEF’S REPORT  Seeking a motion to approve the purchase of a tornado siren at a total cost of $13,953 from Fulton Contracting Co.  Seeking a motion to adopt Ordinance No. ____ for No Left Turn on Meadow Lane.
