A) CALL TO ORDER B) ROLL CALL, PLEDGE, INVOCATION C) PRESIDENTIAL COMMENTS  Award Presentation: The Conservation Foundation together with the Will County Forest Preserve will present the Village commendations for its environmental achievements.  Proclamation for Edward's Groundbreaking scheduled for June 13th.  Proclamation for Relay for Life Month. D) TRUSTEE’S COMMENTS E) PUBLIC COMMENTS on items not on the Agenda F) BUSINESS MEETING 1) APPROVAL OF AGENDA 2) CONSENT AGENDA a) Minutes of Board Meeting May 16. b) Bills Paid and Bills Payable Report for June 6. c) Letter of credit reductions for the following:  Eagle Chase, Units 1 and 2  Flexi-Mat  248th Avenue Improvements Heritage Oaks Subdivision d) Ordinance No. ____ to adopt updates to the Soil Erosion & Sedimentation Control Ordinance to to comply with NPDES requirements. e) Springbank Aquatic Center, for approval of the site plan review and to direct the Village Attorney to draft an ordinance for Special Use for Planned Unit Development. 3) 15133 S. ROUTE 59 Seeking Village Board action on a proposed map amendment from B-1 to BTD and direction on site plan concerns raised by neighbor. Village Board Agenda June 6, 2005 2 4) MENARDS RECAPTURE Seeking a motion to direct the Village attorney to draft an Ordinance to adopt a recapture agreement for improvements described in the attached Agreement authorizing reimbursement for the construction of improvements beneficial to the public. 5) PLAINFIELD COMMUNITY CONSOLIDATED SCHOOL DISTRICT 202 REQUEST FOR INCREASE IN LAND DONATION Seeking a motion to direct the Village Attorney to draft an ordinance amending the ordinance for dedication of schools to increase the land value for fee in lieu of land. 6) OSWEGO LIBRARY DISTRICT IMPACT FEE INCREASE Consider request from Oswego Library District to raise and assess impact fees according to the 2004 Oswego Public Library District Capital Cost Allocation Program table. 7) KIWANIS-FARMER'S MARKET REQUEST Consider a request for a temporary use permit to allow a farmer's market in the Target parking area. 8) DISTINCTIVE HOMES The applicant is seeking input on a proposed 20 acre commercial project combined with a 70 unit residential subdivision on Route 59. The subject site is located south of the Crystal Lake Subdivision and Commonwealth Subdivision and north of Plainsman Terrace. The subject site is within the Village of Plainfield and is currently zoned R-1. 9) GOOD YEAR/JUST TIRES Seeking a motion to approve a Site Plan and Special Use Permit for a Planned Unit Development for a proposed Goodyear/Just Tires located on 135th Street, east of Route 59. 10) SPRINGBANK OF PLAINFIELD SPECIAL SERVICE AREA NO. 32 a) Seeking a motion to open a Public Hearing for the establishment of a Special Service Area for Springbank of Plainfield, located generally south of Renwick Road, east and west of Drauden Road. b) Seeking a motion to close the Public Hearing and return to the regular meeting. c) Seeking a motion to adopt Ordinance No. ____authorizing a Special Service Area No. 32 for Springbank of Plainfield. 11) FAIRFIELD RIDGE SPECIAL SERVICE AREA NO. 33 a) Seeking a motion to open a Public Hearing for the establishment establishment of a Special Service Area for Fairfield Ridge, located generally north of Lockport Street, west of Van Dyke Road. b) Seeking a motion to close the Public Hearing and return to the regular meeting. Village Board Agenda June 6, 2005 3 c) Seeking a motion to adopt Ordinance No. ____authorizing a Special Service Area No. 33 for Fairfield Ridge. 12) WALL SIGN REGULATIONS UPDATE As previously directed by both the Plan Commission and the Village Board, Staff has researched wall sign regulations of other communities and compared them to Plainfield and will be presenting the results. G) ADMINISTRATOR’S REPORT  Seeking a motion to authorize the Mayor to execute an Escrow Agreement regarding the Southwest Corner of 135th Street and Route 59.  143rd Street Origin and Destination Study.  Waste Management pick up schedule.  Joint Meeting with Park District. H) MANAGEMENT SERVICES REPORT I) ENGINEER’S REPORT J) COMMUNITY DEVELOPMENT REPORT K) PUBLIC WORKS REPORT  Discussion and update on Mather House Fire.  Seeking a motion to authorize the Village President to execute a contract with Nibco Construction to complete the Wheatland Plaines Storm Water Improvements at a bid cost of $23,100.00.  Seeking a motion to authorize the Village President to execute a contract with Accurate Locating Services, Inc. for the 2005 Sanitary and Storm Sewer Cleaning/Televising Program at a unit price bid totaling $66,777.00.
