Construction Inc., for the total bid amount of $284,528.52. m) Award of the Van Dyke, Blakely, and Wilding Point Sidewalk project to Anderson Concrete, the contractor providing the lowest complete bid, in the bid amount of $30,821.60. n) Authorization of the purchase of one Sterling L8500 Truck Chassis from Freeway Ford at a bid price of $58,081.00 and required Truck Equipment & Accessories from Auto Truck Group at a bid price of $66,703.00. o) Ordinance No. ____accepting the previously approved jurisdictional transfer of 127th Street from Normantown Road, east to the Village limits. 3) DUPAGE RIVER TRAIL RESOLUTION OF SUPPORT Seeking a motion to adopt Resolution No. ____, a resolution endorsing a partnership with the Plainfield Township Park District for funding and construction of a segment of the DuPage River Trail. 4) PAR GROUP LTD PRESENTATION Consider a motion to approve a proposal from the PAR Group Ltd, to conduct the search for a Village Administrator at a cost not to exceed $25,000. 5) GUNTHER'S BAR & GRILL SPECIAL USE Seeking a motion to approve a Special Use Permit for outdoor seating for Gunther's Bar & Grill, located at 24001 W. Lockport St., and directing the Village Attorney to prepare an ordinance for Special Use Permit approval. Village Board Agenda July 18, 2005 3 6) HERON POINT OF PLAINFIELD a) Seeking a motion to adopt Ordinance No. ____ authorizing the issuance of a Special Use Permit to permit a Planned Unit Development for property located at the southeast corner of Route 30 and Renwick Road. b) Seeking a motion to approve the Heron Point of Plainfield Plat of Consolidation and PUD. 7) KING'S BRIDGE ESTATES a) Seeking a motion to open a Public Hearing on the Annexation of King's Bridge Estates. b) Seeking a motion to close the Public Hearing and return to the regular meeting. c) Seeking a motion to direct the Village Attorney to draft an ordinance approving the annexation and annexation agreement for a residential subdivision located on 127th Street, west of Route 30 and east of Heggs Road. d) Seeking a motion to direct the Village Attorney to draft a Special Use for PUD ordinance for a residential project on 127th Street, west of Route 30 and east of Heggs Road. e) Seeking a motion to approve of the proposed concept plan for for a 140 unit residential subdivision on 127th Street, west of Route 30 and east of Heggs Road. 8) DARNELL PROPERTY a) Seeking a motion to open a Public Hearing on the annexation of the Darnell Property. b) Seeking a motion to close the Public Hearing and return to the regular meeting. c) Seeking a motion to direct the Village Attorney to draft an ordinance approving the annexation and annexation agreement for a parcel of property located on 135th Street, south of the Lakelands. d) Seeking a motion to approve the preliminary plat for a three unit single-family subdivision on 135th Street, south of the Lakelands. e) Seeking a motion to approve the final plat for a three unit subdivision on 135th Street, south of the Lakelands. 9) HERITAGE MEADOWS COMMERCIAL -SERVICE STAR a) Seeking a motion to direct the Village Attorney to draft a Special Use ordinance for a proposed retail center on the southwestern corner of Route 59 and 119th Street. b) Seeking a motion to approve the site plan for a Shell Station and Great American Store on Lot 1 and a retail building on Lot 4 at the southwestern corner of Route 59 and 119th Street. c) Seeking a motion to approve the preliminary plat for four outlots at the Heritage Meadows commercial located at the southwestern corner of Route 59 and 119th Street. G) ADMINISTRATOR’S REPORT  Approval of the Village Contribution to MainStreet Plainfield, Inc. covering the months of May thru October 2005 in the amount of $20,000.00. H) MANAGEMENT SERVICES REPORT I) ENGINEER’S REPORT J) COMMUNITY DEVELOPMENT REPORT  Seeking a motion to approve and accept the bid by ArchiSearch Historic Preservation Consultants in the amount of $39,375.00 to perform an urban core survey and enter in to an agreement for the performance of said survey.  Seeking a motion to approve and accept the bid by Wiss Janney Elstner Associates in the amount of $12,000.00 to perform a rural area survey and enter into an agreement for the performance of said survey. Village Board Agenda July 18, 2005 5 K) PUBLIC WORKS REPORT 1. Seeking a motion to adopt Resolution No. ____affirming the Village's commitment to seek membership with the Suburban Tree Consortium, and if approved, to retain this membership for a period of at least five years. 2. Seeking a motion to adopt Ordinance no. ____accepting the bylaws of the Suburban Tree Consortium as revised July 31, 2002. 3. Seeking a motion to adopt Resolution No. ____regarding the request for a grant under the Illinois Transportation Enhancement Program for the streetscaping of IL. Route 59 from Main Street to Renwick Road. The resolution pledges Village support and matching funds should the grant be awarded. 4. Seeking a motion to adopt Resolution No. ____regarding the request for a grant under the Illinois Transportation Enhancement Program for the reconstruction and streetscaping of Lockport Street from IL. Route 59 to James Street. The resolution commits Village support and matching funds should the grant be awarded. 5. Seeking a motion to approve the jurisdictional transfer of 143rd Street from U. S. Route 30 to IL. Route 59 from the Village of Plainfield to the State of Illinois. The transfer would be effective upon completion of the 143rd Street improvements. 6. Seeking a motion to consider authorization of the placement of stop signs at various locations throughout the Village. Locations include a 4-way stop upgrade at 248th and 119th Street, a 4-way stop upgrade at 127th and Van Dyke road, a 4-way stop at the main entrance to Lincoln Elementary School, and a 2-way stop at the intersection of Pastoral Drive and Terrace Boulevard in Tufton Estates. L) POLICE CHIEF’S REPORT  Operations Report for May and June 2005.  Seeking a motion to approve the purchase of a used 220 GMC 3500 4WD Utility Vehicle with Extended Cab from D’Arcy Automobiles in Joliet for PEMA in the amount of $27,532.50.  Seeking a motion to approve the purchase of a Video Surveillance System from Current Technologies Corporation (CTC) in the amount of $50,377.13.
