CALL Approval of the Workshop Minutes of April 11, 2005. 1) COMPREHENSIVE PLAN UPDATE The Plan Commission met on April 19 to continue its review of the Village Board’s recommendation
for changes to the Comprehensive Plan. At that meeting, a number of builder/developer representatives, the Home Builder Association, and the Association of Attainable Housing suggested
the formation of a joint committee to discuss the proposed changes and seek a consensus for future action. The Plan Commission has deferred further action pending the Board’s direction
and any potential results of such a committee. If the Board agrees to form such a committee, the staff believes that it should include representatives of the area school districts. School
construction and financing are directly related to development. Given the Board’s prior policy with enforcing a moratorium on annexations until the Comprehensive Plan is amended, the
staff will continue that policy enforcement unless directed otherwise by the Board.
COW April 25, 2005 Page 2 of 2 2) STORMWATER DRAINAGE & DETENTION ORDINANCE UPDATE DISCUSSION Text amendments are proposed to the section of Village ordinance governing detention ponds.
The amendments are a result of Plan Commission discussions in Spring 2003 identifying concerns with the lack of basin landscaping, concerns on detention basin designs, proliferation
of Canada Geese on ponds, and safety concerns. A naturalistic approach is encouraged with the proposed amendments. Staff sought input from a number of environmentally-related organizations
once a draft ordinance was prepared. Those suggestions have been incorporated where possible. On April 19, the Plan Commission held a public hearing to consider the changes and recommended
approval. The Board is asked to review and comment on the recommended text amendment. B) ANY OTHER BUSINESS DEFERRED ITEMS Open Space Referendum – T. Burghard Development Rights – Plan
