Reiman at 6:00 p.m., Thursday, January 17, 2019, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Mayor Council President Councilmember it It It Daniel J. Reiman Susan Naples Vincent Bellino Dennis DiMascio Randy Krum Susan Naples COUNCIL MEETING ROLL CALL Also noted present were Kathleen M. Barney, Municipal Clerk and NOTED PRESENT Robert J. Bergen, Esq., Law Director. Noted Absent were Councilmember Jorge Diaz and Councilmember AJ NOTED ABSENT Johal. The meeting was opened with a minute of silent prayer and the Pledge SILENT PRAYER / PLEDGE of Allegiance led by Councilmember Krum. OF ALLEGIANCE The Municipal Clerk stated that the 2019 Annual Meeting Notice was STATEMENT OF MEETING mailed to The Home News Tribune, The Star Ledger and posted on the NOTICE bulletin board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. Upon MMS &C by Councilmembers Krum and Bellino and unanimous APPROVAL OF MINUTES affirmative vote of the four (4) Councilmembers present, the Minutes of December 27, 2018 and January 6, 2019 were approved as transcribed and engrossed by the Clerk. 1 JANUARY 17, 2019 CONT. FIRST READING The clerk stated that Ordinance #19 -1 was introduced and adopted on First Reading on January 6, 2019. It was duly published in The Star Ledger on January 10, 2019 with notice that it will be considered for final passage after Public Hearing to be held on January 17, 2019 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING OPEN Upon MMS &C, by Councilmembers Bellino and Krum and Unanimous affirmative vote of the four (4) Councilmembers present, Mayor Reiman declared the Public Hearing open. PUBLIC HEARING There being no comments or objections to the Ordinance, Mayor CLOSED Reiman declared the Public Hearing to be closed. Upon MMS &C, by Councilmembers Bellino and DiMascio and unanimous Affirmative vote of the four (4) Councilmembers present. ORDINANCE #19 -1 "AN ORDIANANCE TO ORDINANCE #19 -1 AMEND ORDINANCE #71- 9, SALARIES AND FEES" "AN ORDINANCE TO AMEND ORDINANCE #71 -9, SALARIES AND FEES" ADOPTED was finally adopted. Upon individual roll call vote Councilmembers Bellino, DiMascio, Krum & Naples voted in the affirmative 2 ORDINANCE #19 -2 was introduced and adopted on First Reading and ORDINANCE #19 -2 "AMENDING AND the Municipal Clerk authorized and directed to advertise same for SUPPLEMENTING Public Hearing to be held February 7, 2019. Upon MMS &C by ARTICLE XVI ENTITLED, Councilmembers Bellino and Krum. Upon individual roll call vote ZONING, OF CHAPTER Councilmembers Bellino, DiMascio, Krum and Naples voted in the 160 -132, GENERAL COMMERCIAL AND R -25 affirmative. OF THE CODE OF THE BOROUGH OF ORDINANCE #19 -2 CARTERET" "AMENDING AND SUPPLEMENTING ARTICLE XVI ENTITLED, ZONING, OF CHAPTER 160 -132, GENERAL COMMERCIAL AND R -25 OF THE CODE OF THE BOROUGH OF CARTERET" The clerk stated that Ordinance #19 -1 was introduced and adopted on First Reading on January 6, 2019. Reiman Advertised as Finally Adopted: January 23, 2019 A copy of each Resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council and upon MMS &C, by Councilmembers Bellino and Krum and unanimous affirmative vote of the four (4) Council present, the meeting was opened for public input on all Resolutions / Agenda items and new business. Mayor Reiman asked if anyone had signed in. The Municipal Clerk stated that someone named Steve signed in While speaking directly to Mayor Reiman, Steven said in NJ.com you are quoted as calling me a nut, is that accurate? Mayor Reiman said that is not, she asked me a question with regard to Rocco, I took that to mean Rocco Gattuso who we all know is a nut but she did not say Mr. Steve Wronko. So I believe there was a miscommunication. She also said that the decision was..... The judge made a decision and we respect that. I sent an email this morning correcting her on that. I never said the judge's decision was irrelevant. What I said was that we turned over the information, the case is over and that is where we are at. Steve asked the Mayor if he was okay with slandering somebody's name. Mayor Reiman said he didn't slander any body's name. PUBLIC PORTIONS ON RESOLUTIONS / AGENDA ITEMS AND NEW BUSINESS MAYOR REIMAN MUNICIPAL CLERK STEVE MAYOR REIMAN STEVE 3 JANUARY 17, 2019 CONT. v1AYOR REIMAN STEVE MAYOR REIMAN STEVE Steven said the Mayor just said someone is a nut. Mayor Reiman said yes. Steve asked the Mayor if he has proof of that. MAYOR REIMAN Mayor Reiman said I am not going to get into the debate of what I know and do not know about the individual in question, but that is certainly what I said, that is my opinion and I stand by it. STEVE Steve said "let's be honest, that's slander, you are a public official. You say I'm a serial litigator ". MAYOR REIMAN Mayor Reiman said that's right. STEVE Steve said you are a serial law breaker and liar. MAYOR REIMAN Mayor Reiman said that is not correct. Steven said it is correct, you broke the law, I just won a lawsuit STEVE against you. MAYOR REIMAN Mayor Reiman said you didn't win a lawsuit against me, I wasn't a party to that, I was not party to that settlement, I was never served with that information or litigation. You served against the borough clerk. You filed action against the borough clerk regarding my personal facebook page. You've now been provided that personal information from that page to see who was banned. You went on facebook calling people in Carteret, resident's names, using derogatory terms, attacking us for raising flags representing minority democratic nation states who have residents in my community. You purposely went on there to attack, to slander, and to embarrass residents. STEVE Steve said he didn't do any of that. MAYOR REIMAN Mayor Reiman said he is a liar He said we have those posts. We know you don't even live in this town. You attacked the residents. 4 JANUARY 17, 2019 CONT. Steve said what you did is illegal. Mayor Reiman said absolutely not. Steve said sure it is. Mayor Reiman said so let's go back. Steven said next week is another lawsuit (inaudible) Mayor Reiman said let's go back to the fact that you attacked residents and you were banned. Steve said you said I threatened residents, which I didn't do, prove it. Mayor Reiman said we will prove it in court if we need to. Steve said let's do that, because if that's the case there are a lot of cops here, I should have been arrested. I don't threaten people, I take them to court. Mayor Reiman said you are more than welcome to. By the way I congratulate you on your win, you did sue the clerk, you did sue the city and that information was turned over to you. Steve said he sued the town, you are the head of the town, correct? Mayor Reiman said I was not part of that lawsuit. Confirming his appointment to the position of Police Chief of the SWEARING -IN Borough of Carteret Police Department CEREMONY Mayor Reiman swore in Deputy Chief McFadden - POLICE CHIEF DENNIS MCFADDEN Upon MMS &C by Councilmembers Bellino and Naples all bills appearing on the prepared list, properly audited and signed, were PAYMENT OF BILLS ordered to be paid. Upon Individual Roll Call Vote, Councilmembers Bellino, DiMascio, Krum and Naples voted in the Affirmative. Councilmembers Diaz and Johal were noted absent. PUBLIC WORKS — Committee Chairman DiMascio reported that they had a meeting during the day and salt is on its way. Plows are running, they are salting and hoping for the best. BOARD OF EDUCATION — Committee Chairwoman Naples reported she scheduled a visit to see the new pre - school program and is looking forward to see it hands on. Mayor Reiman stated that the 2019 Appointments are on file.
