HomeMy Public PortalAboutResolution 2011-10-01 Authorizing a Water and Sewer Service Lince Replacement Incentive Program for town of Fraser Utility CustomersTOWN OF FRASER RESOLUTION NO. 2011 -10 -01 A RESOLUTION AUTHORIZING A WATER AND SEWER SERVICE LINE REPLACEMNT INCENTIVE PROGRAM FOR TOWN OF FRASER UTILITY CUSTOMERS WHEREAS, leaking water service lines result in wasted water and increased operational costs for the water systems, and WHEREAS, leaking sanitary sewer service lines and taps result in excessive groundwater infiltration resulting in increased operational costs for the wastewater treatment plant. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF FRASER, COLORADO THAT: 1. The Town Board of Fraser, Colorado hereby approves the Water and Sewer Service Line Replacement Incentive Program, as attached, and authorizes and directs the Town Manager to implement the program. 2. The incentive program may be terminated at anytime, at the discretion of the Town. DULY MOVED, SECONDED AND ADOPTED THIS 5 DAY OF October, 2011. Votes in favor: Votes opposed: Absent: 6� Abstained: (S E A L) BOARD TRUSTEES OF THE TOWN OF FRASER, COLORADO BY: Mayor ATTEST: e,PLA, cy A Town C erk Water and Sewer Service Line Replacement Incentive Program Purpose The purpose of the Water and Sewer Service Line Replacement Incentive Program is to create a reasonable and cost effective policy encouraging property owners to replace their private service lines that have been identified to be leaking. Program This program was created to encourage Fraser homeowners to replace private service lines that have been identified to be leaking before the useful life of these lines deteriorates to the point that the line terminally fails. Funding for this program will come from the respective Enterprise Fund and may be terminated at anytime, at the discretion of the Town. Why Should I Replace My Service Line(s)? Leaking water lines waste valuable resources and customer dollars producing water that is never consumed. Leaking sanitary sewer lines can allow excessive groundwater infiltration into the sewer system for unnecessary treatment, again costing utility customers unnecessary expenses and potential rate increases for system upgrades. What is a Private Service Line? It is the portion of pipe (water or sewer) where it is tapped into the respective Town owned main pipe in the public right -of -way and serves the adjoining dwelling. Program Criteria ELIGIBILITY This program applies to any Fraser property owner of a private water or sewer service line that has been identified to be leaking and the utility accounts must not be delinquent. PAYMENT PLAN OPTIONS $500 credit to customers utility account Asphalt and concrete in the public ROW is replaced by the Town at its expense Access Permit fees and surety are waived (completed Access Permit is required) Low interest loan program APPLICATION PROCESS Property owners interested in applying for this incentive program or that would like additional information should contact the Fraser Public Works department at 970 -726- 5491 xt A completed Access Permit Application needs to be submitted to the PW department to begin the process. Once the application has been reviewed, a Public Works representative will contact the owner to schedule an on -site property survey.
