Workshop: Winter Park Ranch line sharing agreement 2. Regular Meeting: Roll Call 3. Approval of Agenda: Trustee Sumrall moved, and Trustee Brent seconded the motion to approve the Agenda. Motion carried: 6 -0. a) Minutes September 21, 2011 5. Open Forum: Trustee Shapiro moved, and Trustee Smith seconded the motion to approve the consent agenda. Motion carried: 6 -0. 6. Updates: a) Grand County Commissioners; James Newberry, Gary Baumgartner Nancy Stewart briefed the Board on current issues at the County level. b) Grand County Rural Health Network Jen Fanning updated the Board on the Rural Health Network's current projects. 7. Public Hearings: FRASER BOARD OF TRUSTEES MINUTES 8. Discussion and Possible Action Regarding: Page2of3 a) Resolution 2011 -09 -02 Elizabeth Kurtak Gallery, Art Gallery Liquor License TC Berger briefed the Board on the process involved with the Department of Revenue regarding serving alcohol at art galleries. Elizabeth Kurtak addressed the Board on her desire to apply for Art Gallery Permit for her gallery. Trustee Brent moved, and Trustee Shapiro seconded the motion to approve Resolution 2011 -09 -02 Elizabeth Kurtak Gallery, Art Gallery Liquor License. Motion carried: 6 -0. b) Winter Park Ranch Water Sanitation District request for a new easement WPR's manager Kirk Klancke addressed the Board on their desire to change the point of diversion from their current ditch to the river. Changing the diversion would reduce the size of the pipe and free up open space near the ponds. TM Durbin will have the Town Attorney draw up an easement agreement between WPR and the Town of Fraser. c) Resolution 2011 -09 -03 pursuing implementation of traffic signal at First Street in Grand Park TM Durbin read a letter from Trustee Burford requesting the item be removed from the agenda. The Trustees decided to move forward with the discussion but put off any decision on the signalization at this meeting. TM Durbin briefed the Board on the discussions that have been held with Grand Park, CDOT, Winter Park and Koelbel regarding the signal. Terry Stanford asked the Board to sit down with CDOT, Grand Park, Winter Park and Koelbel to discuss the traffic signalization. James Meyer and Drew Nelson of Winter Park voiced their concerns on the signalization at First Street. Jack Bestall of Grand Park spoke of their desire for the signalization at First Street. Trustee Shapiro moved, and Trustee Brent seconded the motion to continue the discussion of implementation of traffic signal at First Street in Grand Park until October 5, 2011. Motion carried: 6 -0 d) Cleanup Program TM Durbin briefed the Board on the internal discussions on what the correct way to move forward with dealing with ADU's and other properties within the Town that do not fit within the guidelines set by the Town regarding tap fees and water /sewer rates. The Trustees directed TM Durbin to move ahead with developing an amnesty program model. 9. Community Reports: 10.
