MINUTES
MARCH 10, 1994
L ROLL CALL AND CALL TO ORDER
Chair Ware called the meeting to order at 7:15pm. Taskforce members Bixby, Thackery,
Bowker, Primmer, and Elliot answered the roll call. Chair declared a quorum present. Also attending
was Director Baker.
H. MINUTES - MARCH 10, 1994
Task force members all agreed the March 10, 1994 meeting minutes can stand as written.
III. OLD BUSINESS
1. Coaches statement(attached)
Members all liked the simplicity of the coaches statement and felt it should replace the Volunteer
Coaches Policy. Members felt the information in the Volunteer Coaches Policy(attached) could be
presented more effectively verbally during coaches clinics and meetings.
Member felt the word "man" in the definition of sportsman should be changed to "person".
Director agreed to make the change.
2. Coaches Clinics - Bob Thackery
Thackery informed the committee the coaches clinic he can run is associated with
N.F.1.C.E.P./A.C.L.P. who's motto is "Athlete first, winning second". Thackery explained that ACEP'S
studies have found that the vast majority of people who participated in sports as youths don't participate as
adults. ACEP feels that sports help youngsters to learn and grow, it is a time they should be listened to
and communicated with. Thackery explained that the program doesn't tell people how to coach, but
explains different types of coaching and opens peoples eyes to the fact that coaches don't all have to be the
same, in fact, they don't have to coach the same way coaches did thirty years ago, because there are more
effective methods than pounding a kid over the head.
Thackery informed the task force that success use to be founded on winning, where in reality
there are a lot of successes made on a loosing team. Teaching youth interaction with each other and
adults is a big part .of organized youth sports programs. Young kids entering into sports have not had any
dealings with authority figures besides parents and teachers. When kids enter into sports they should find
someone to look up to. Kids are there because they want to Dim not to learn the rules or to win.
Members discussed the difference between coaches meetings and coaches clinics and decided on
the following definitions.
Coaches Clinic - Not sports specific, a meeting held once or twice a year to relay the
above sort of information to coaches.
Coaches Meeting - Sports specific, a meeting held just prior to a given sports season
where rules, drills, and coaches philosophy are discussed.
Members all felt that the coaches clinic should happen in early February, but should be held on
April 4, and April 11, 1994 from 7-9pm.
IV. NEW BUSINESS.
1. Summer sign-up sheet.
Director distributed summer activities sign up sheet(attached). Members discussed the time
frame as to when the sheet should be distributed. Director informed committee that the sign up sheet used
to be distributed toward the end of the school year because baseball/softball would start as soon as the
fields were playable, but since baseball/softball will now start in April and have its own sign up sheet the
summer sign up sheet could be distributed at any time. Committee all agreed March 1st would be the best
time so people can plan their vacations around sport seasons. Director agreed to update and distribute the
summer sign up sheet as soon as possible.
Committee discussed registration and felt that mail registration should be stressed for the
summer sign ups, therefore taking the stress off of city hall secretaries. Members also discussed the
problem of people sending in sign up sheet without money and felt there should be a "no check, no
registration" policy. Members felt registrations forms without money should not be tossed but kept
separate from the others. Director agreed to stress mail registration on the summer sign up sheet and
include a statement saying "no money no registration".
Members also felt that there should be a section on the summer sign up sheet that informs people
of other Recreation Program activities and their approximate start up date. Director agreed to create a
information section for the 1994 sheet.
2. Sign up nights.
Members felt that coaches should be present at sign up night so kids entering the program and
their parents, can have a chance to meet them right away. Director agreed to have as many coaches as
possible present at sign up nights from now on.
3. Fees
Chair Ware questioned why golf lessons are free. Director informed members that it is in the
golf pro's contract to provide the lessons. Members all felt there should be a fee charged and deposited
into the Recreation Program's budget. Director agreed to discuss the golf program with Administrator
Schmidt and see if it is possible to charge a fee for golf lessons.
Members discussed out of city fee increases. Elliot felt that out of city fees should be raised
gradually with lots of warning on sign-up sheets and in the media stating that out of city user fees are
going to be increased. Director felt that perhaps if the out of city fees went into a fund for future facilities
they would be accepted easier. Members all felt this was a good idea but felt that it would be necessary to
publicize regularly how much is in the bank. Thackery felt it would be very important to make sure the
council is fully behind and a fund is establish and defined so the money is not being
used/requested/pirated for other things like bike paths or picnic table tables. Chair Ware informed
committee he would discuss the issue with the Parks and Recreation Advisory Committee due to the fact
they have done some research on increasing fees and get back to the task force.
V. NEXT MEETING
Chair Ware with consent of the committee scheduled the next task force meeting for Thursday,
March 17, 1994 - 7:OOpm in the Council Chambers

2. Never use profane language during any game or practice.
3. Always maintain a sportsman like attitude, you are a roll model.
In addition, the McCall Recreation Program expects all coaches to
teach these three things, in the following order.

1. Sportsmansh.ip.
2. Fun.
3. The rules of the game.
SPORTSMAN: 1. A person who is active in sports. 2. One who abides by
the rules of a contest and accepts victory or defeat graciously.
SPORTSMANSHIP: 1. The qualities and conduct befitting a sportsman.

POLICY
Dear Coach;
The McCall Recreation Program would like to thank you for volunteering
to coach a youth sports program. Your involvement is very important to the
success of all youth sports programs, whether you are coaching Baseball,
Basketball, or Soccer. Many of you are new at coaching youth teams and I
would like to take a moment to tell you the basic philosophy of coaching
youngsters.
Sports and competition teach our children many things that will be
retained throughout their adult lives such as, fair play, cooperation, sharing,
democratic principles, good sportsmanship and leadership. Unfortunately, an
inappropriate emphasis is often placed on winning...sometimes at any cost. The
losers in this case are the players, the children for whom the potential outcome
of sports participation is the greatest. The youth sports coach can play an
influential role in steering the emphasis of youth sports competition from an
unhealthy win -at -all cost posture to a more healthy approach, which encourages.
participation by all, giving of one's best efforts, development of skills and taking
pleasure in the joy that sports of all types have to offer.
Sometimes coaching youth sports will be frustrating, heartbreaking, and
discouraging, especially if your team never wins a game. Even if you win, you
may be blessed with a group of smart alecks whom you just can't control. Some
days everything will go just right, and on other days nothing goes right. That's
the bad news. Yet, coaching can be worthwhile if you go into it with the right
outlook. Sure it's great to win, but not everyone can. Teaching kids how to lose
on occasion can be one of the greatest opportunities for teaching kids about life.
IF YOU THINK WINNING IS THE ONLY THING THAT MATTERS -- MAYBE
YOU SHOULD VOLUNTEER FOR SOMETHING ELSE. In the last several
years an attitude that winning is the only thing has crept into youth sports. i am
telling you now that the purpose of youth sports is to instill those attitudes and
characteristics that will help kids become better adjusted adults in the years
ahead.
in closing, I would like to thank you for volunteering and hope you enjoy
the experience. Just try your best and I'm sure I will be pleased with your
performance as a coach. Remember, your the role model for a group of very
special people, our children.
