Stop Sign Installation on Magnolia Avenue and Bradfield Avenue Commission Oral Communications Adjournment STAFF REPORT CITY OF LYNWOOD PARKING AND TRAFFIC COMMISSION DATE: March 26, 2015 TO: THE HONORABLE CHAIRMAN AND MEMBERS OF THE TRAFFIC, PARKING AND SAFETY COMMISSION FROM: William Stracker, P.E, Director of Public Works /City Engineer Josef Kekula, Public Works Associate SUBJECT: MAGNOLIA AVENUE AND BRADFIELD AVENUE STOP SIGN INSTALLATIONS RECOMMENDATION: It is recommended that the Traffic and Parking Commission review this report and support staffs recommendation relative to the installation of a stop sign and pavement markings on Magnolia Avenue and Bradfield Avenue. BACKGROUND: During a field review of Bradfield Avenue, the Director of Public Works /City Engineer noticed that there was no stop sign at the Tee intersection of Magnolia Avenue and Bradfield Avenue. Since the location is close to three schools (Mark Twain Elementary, Rosa Parks Elementary and Lynwood Middle School) engineering staff was directed to conduct a field inspection of this intersection. ANALYSIS: In response to this request staff field checked the location and found that the intersection of Bradfield Avenue and Magnolia Avenue is a Tee intersection and did not have a stop sign posted. Following are factual data pertaining to the intersection of Magnolia Avenue and Bradfield Avenue: Accidents: None was reported in last twelve (12) months Roadway widths: Magnolia Avenue 36 feet Bradfield Avenue 37 feet Visibility: Magnolia Avenue N/B good S/B good Bradfield Avenue W/B good E/B good Unusual Conditions: Designated school route with three schools located near intersection: • Mark Twain Elementary • Rosa Parks Elementary • Lynwood Middle School Type of Intersection: Tee intersection. Type of Street: Speed Limit: Magnolia Avenue Bradfield Avenue Magnolia Avenue Bradfield Avenue Local Street Local Street 25 mph prima facie 25 mph prima facie Due to the proximity of this intersection to 3 schools, Magnolia Avenue and Bradfield Avenue serve as alternate drop -off routes to Lynwood Middle School and Mark Twain Elementary. As such vehicle and pedestrian traffic during peak hours can be heavy. To more clearly designate the right -of -way at this intersection, the installation of stop sign and pavement markings on westbound Magnolia Avenue at Bradfield Avenue would be appropriate.
