IONA COMMUNITY CENTER
August 14, 2019 6:30 P.M.
PRESENT: Chammn James West, Member Ray Ilan, Member Gary. Ellion, ember John Lott,
Member Dee Johnson and Assistant Clerk Heather Marley.
ABSENT: None.
VISITORS: Kevin Murray, Toni Smith, Mark Liebel. Van Jackson. Diane Jackson, Jacob
Hancock, Jarvis Webb, Miranda Webb, Dave Noel, Derek Ivie, Lisa Wic. Ryan Krantz, Jeff
Long, Sarah Long, Kaiden Long, Luis Olivas, Kylie Anderson, Justin Biggs.
Chairman West welcomed everyone and led with the Pledge of Allegiance.
Approval of Minutes: Chairman West entertained a motion. Member Johnson moved to
approve the minutes for July 10, 2019 as written. Member Han seconded the motion. All in
favor, motion carved.
Items of Business:
a. Final Approval of the Village of Iona and Denning Addition Amended Plat as
submitted by H&H Properties with improvements required by the City Engineer:
Jacob Hancock of H&H Propenies approached the podium and stated his address as 3166
Heckler Dr. in Bonneville County. He stated that said property is current with City Code
and it meets the improvements required by the City Engineer. Member Johnson moved to
recommend the approval of this request to the City Council. Member Ellion seconded the
motion. All infavor, motion carried.
b. Appointment of Gary Elliott Gary Elliott was appointed as the new Planning and
Zoning Commission Member, previously approved by the City Council.
e. Introduction of City Engineer Dave Noel: Dave Noel approached the podium and
introduced himself as the City Engineer and mar each Planning and Zoning Commission
Member.
d. Public Hearings:
i. Approval of Preliminary Plat & Annexation — Heaton Addition, Harper -Leavitt
Engineering: Kevin Murray approached the podium and stated his address as 3525
Merlin Dr. in Idaho Falls. Mr. Murray stated he would like said property annexed as all
properties surrounding it are annexed into the city. He stated the preliminary plat is for
sixteen half acre lots to be put on the ten acre parcel with a Cul-de-sac at the North end.
fhe property would have a stub at the West side of the Cul-de-sac. Chairman West stated
the Commission received a letter from Mr. Noel and his team that stated there were some
deficiencies in the proposed preliminary plat. Members discussed the deficiencies and
decided that the Preliminary Plat and Annexation should go to the City Council to
approve the Final Plat alter all deficiencies can be met. Chairman West entertained a
motion. Member Lott moved to recommend the approval of this request to the City
Council. Member Elliott seconded the motion. All In favor, motion carried.
ii. Approval of Amendments to Iona City Cade I1-1-5, 11-11-12, 11-3-3, 11-4-3, 11-
4A-3, and 11-5.3, pertaining to Home Based Businesses and Conditional Use
Permits in Residential Zones: Chairman West entenained a motion. Member Elliott
made a motion to recommend approval to the City Council with a review for grammatical
errors. Member Lott seconded the motion. All in favor. motion carried
Member Lott made a motion to adjourn the meeting. Member Elliott seconded the motion. All in
favor. motion carried.
